The meeting was called to order by Vice chairman, Rudy Miller at 7:30 p.m. The invocation was given by Willie Brewton. 2. Minutes of the October 20, 1992 meeting were approved subject to corrections as follows: meeting started at 7:00 p.m., not 7:30 p.m., and Mr. Brewton did not deliver the invocation. ',.:..) 3. a. James Polatty reported on the status af the citizen Participation Plan which was approved by the city commission.. Approval didn't reflect the NAC recommendation to advertise in the st. Petersburg Times, Clearwater Edition. city commission felt the price differential was too great but the effect of the advertisements reaching people should be monitored by NAC, and reported. b. Staff reported on the status of the existing rehabilitation , program. Presently the city's Planning Department has decided to a proactive stance on correcting the problems identified in the October 1992 Meeting. City staff has procured the services of CDM to reinspect several homes the city has rehabilitated or is in the process of rehabilitating. City minimun housing inspectors will also evualate homes. Mr. Miller cautioned the staff on the approach presented due to the possibility of future complaints from other homeowners. He recommended that from this day forward only good work would be acceptable, and all other previous rehabilitation cases shall be responded to on a complaint basis. All complaints will be documented in a format based on the City's Code Division. '...) Mr. Linn agreed. He recommended that we take a softer approach and talk to people to access the problem through an affordable housing committee, to be established. Mr. Mitchell recommended the names of Ms. Rutledge and Ms., Peterson be added to the list of homes to be reinspected due to inferior construction. Ms. Battle and Ms. Moody should be deleted from the list. As to future rehabilitation problems, Mr. Linn made the following motions, seconded by Mr. Brewton: 1. city revise their policy to omit owner rehabilitation. 2. city revise their spec manaul to include more detail. A copy of the revised manual should be forwarded to NAC for approval. Motion carried. , , Millie Joplin made a motion that the NAC approve the city's present proposal of: 1. City continuing to procure the services of COM and city staff to reinspect homes. 2. City procure the services of a consultant to evaluate the city's rehabilitation polices and procedures. 3. City continue course taken to rehabilitate the homes of Mr. and Mrs~ Elliott, Ms. watson, and Mr. and Mrs. Shuman. Mr. Linn seconded, motion carried. , L :JV'i: ( , 4. Staff presented NAC with the Annual Comprehensive Housing Affordability Strategy (CHAS) for review and comment for next meeting. 5. Grantee Performance Rep'ort (GPR) was continued to the next meeting. 6. The date of the next meeting was scheduled for December 8, 1992. 7.
