A Joint meeting of the Plnellas County Countywide CItizen (CCAC), Clearwater
Neighborhood (CNAC) and Largo Neighborhood Advisory (LNAC) CommIttees
was held In the Clerk of the Circuit Court's Conference Room on the 4th Floor,
County Courthouse, 315 Court Street, Clearwater, Florida on August 21, 1991.
Members of the County's Technical Advisory CommIttee, as well as Interested
citizens, were also Invited.
CALL TO ORDER
The meeting was called to order at 7:10 p.m., due to Inclement weather, by
Cheryl Reed.

COMMENTS/QUESTIONS
Ms. Cheryl Coller Reed called the Joint meeting to order and welcomed members
of the Clearwater NeIghborhood Advisory Committee, the Largo Neighborhood
Advisory Committee and the Countywide Citizen Advisory Committee. She
requested that everyone introduce themselves and state the commluee they were
representing. When everyone had lntroduced themselves, Ms. Reed Introduced
Ms. P. A. Tyrer of the Plnellas County Community Development Department
Ms. Tyrer explained that the purpose of the meeting was to get Initial comments
on the CHAS prior to completing the draft. Various portions of the draft
document were then reviewed by Ms. Tyrer, Chris Papandreas of the crty of
Clearwater and George Romagnoli of the City of Largo. Ms. Tyrer concluded the
presentation.
Ms. Tyrer opened the floor to comments and questions from the audience. The
following is a summary of the discussion. One commenter was concerned about
Inadequate Section 8 funding and was quick to point out that landlords do not
resist taking subsidized tenants; there is simply not enough funding to meet the
need. This person would like to see a state documentary tax program (SHIP)
amended such that rent subsidies would be an eligible activity. Others felt that
this would be difficult because the SHIP program received support only after
demonstrating that it would have positive economic Impacts, such as Job creation.
Should that be the case, this commenter wants runds to be used to upgrade the
alfordable housing stock.

Anolher commenter felt that funds should be used to create additional rental
housing because of shlltlng demographics In the County; I.e., as the populatlon
ages there will be a greater demand for rental housing.

Another felt that the County should pursue alternallves to rental subsidies,
especially since the Federal government Is emphasizing homeownershlp.
Related to this is the Importance of training for owners and renters, such as
maintenance and home management. And another Individual would like to see
strides made toward creating a partnerslllp between the graduates of the traIning
program and local bankers.
The last commenter voiced concern about diverting money from homeless
programs. She felt that more homeless programs should be funded because
more will be homeless, pointing out that the middle class Is starting to be
aHected. This commenter would prefer to see funding go to shellers, not toward
alfordable housIng.
ADJOURNMENT
At 8:20 p.m. Ms, Tyrer thanked the members or the Countywide, Largo and
ClealWater Advisory Committees and members or the public for allending the
meeting and the meeting was adjourned.
