1. The meeting was called to order by Chairman Darrell Collins at
7:35 p.m., who gave the invocation.

Chris Papandreas distributed evaluation sheets with staff
recommendations for funding included, and space for the
members' recommendation and the committee recommendation. She
explained that the staff recommendation was based on a
percentage of the requested funds, determined by whether the
proposal was determined to be of Priority, High, Medium or Low
importance. Darrell Collins noted that several agencies were
not represented at the meeting of May 19. These agencies were
notified by telephone of this meeting and were invited to
attend tonight to answer any question the committee may have
regarding their proposals.
a. Kevin Murphy spoke on behalf of Habitat for Humanity. He
said that they are interested in 8 lots on Railroad Avenue.
b. No representatives ,were present from the Housing Authority
and Mt. Olive Church. '
A discussion of the Police LEAP program was held. Mr. Linn
wanted to have a guarantee of preference for permanent
employment of a job for graduates of the apprentice program.
Regarding the request from Head start Sanderlin center, it was
noted that the request for funds did not include fees or land
rental.

7. The Community Development Block Grant Final statement,
objectives, and program budget for the 1992-1993 fiscal year

Chris Papandreas explained the proposed program to the CDBG
Final statement to allocate $25,724 in surplus program income
and $29,000 previously allocated to demoli ticn. 'rhe demolition
activity was not initiated due to duplication of an existing
city program. Funds are proposed to be used for:
Ervin's All American Youth club
Tampa Bay community Development Corp.
Housing Rehabilitation

The amendment was approved unanimously.
The citizen Participation plan was discussed. The committee
discussed ways in which citizen input could be enhanced. It
was decided to keep meeting at the city Hall annex, however
the meeting at which subrecipients are present should be held
in the city' commission chambers. Members n~ted that the bus
tour is productive. They also noted that impromptu "drop ins"
to service providers would also be helpful. It was suggested
that these visits could be made by a sub-committee. It was
also suggested that i.d. badges would be helpful, and a staff
member should go out on the site visits. Drop in visits should
be made in January and February, and should be scheduled at
the December meeting.
Fred Infinger expressed a preference for advertising in the
Clearwater Times. Millie Joplin also suggested that ads be
placed in the Tampa, Tribune. The comm! ttee unanimously
approved these advertising recommendations.
Lois cormier spoke regarding the Grante~~ Performance Report.
She noted that the map included in the report included the
designation "slum or blight" and that this nomenclature was
specifically excluded by the City commission. Chris Papandreas
responded that this nomenclature is the designation recognized
by HUD and that it was used for that purpose, however it will
be changed. Lois Cormier also suggested that ads be placed in
the Challenger and that the ads not be placed in the legal
advertising section.
Millie Joplin noted that the dumpsters have not been picked up
regularly at Woodlawn Gardens. She asked if the city can do
something about this problem.
Mr. Linn inquired about the warranty period on construction
jobs. He noted that most problems show up at 18 months, and
suggested that a 2-3 year warranty period would be
appropriate.
Mr. Linn noted that in the new home built on Harbor Drive the
contractor used green board as backing for tile in the
bathroom. He said that Wonderboard is a better surface and

14. Mr. Linn noted that there should be an environmental list of
features for new housing, specifically double' hung windows
should be specified.
