1) The meeting convened at 7:35 P.M. The invocation was given by
Robert Mitchell.
2) The minutes of the previous meeting were presented. Ralph
Linn moved to make the following correction to item 4) :
"Mr. Linn noted that Mr. Baker stated that the new bridge is
wider and longer than the previous bridge". Cherry Harris
seconded the motion, which carried unanimously. The minutes
were then approved unanimously, as corrected. Chris
Papandreas distributed a memo from Bill Baker, Public Works
Director which responded to the committee's request and
authorized planting of trees adjacent to the Marshall Street
Sewage Treatment Plant.
3) Milly Joplin moved that a tape recorder be used to record the
meetings. Ralph Linn seconded this motion, which passed
unanimously.
4) Chairman Darrell Collins noted several issues he would like
the Committee to consider in the coming months:
a. Recruitment of new members
b. Increasing feedback from the neighborhoods to the
Committee, Especially the North Greenwood neighborhood

c. Consideration of the long term effects of current projects,
particularly environmental concerns and quality of life
issues.
Cherry Harris noted the need to clean up Stephenson's Creek
and the need to follow through on clean up efforts. Ralph
Linn noted that Stephenson's Creek serves as a recreational
resource for all'of the western parts of the City, not just
North Greenwood. He further noted that commercial fishing
degrades the Creek and creates environmental problems.
5) Chris Papandreas reported that the city commission will hold
a public hearing on the Grantee Performance Report (GPR) on
5/16/92. Several copies of the GPR were distributed, and the
members requested that they all be mailed copies.
6) The schedule of meetings on subrecipient requests was
reviewed, and revised to add a meeting on 5/26/92 for the
purpose of making a recommendation to the City Commission.
The meeting of 5/19/92 will be limited to discussion of
requests and presentations by the applicants.
7) Chris Papandreas distributed the Quarterly Housing Newsletter
and discussed progress in new construction and rehabilitation.
8) The visitors were acknowledged and given an opportunity to
address the Committee.
a. John Jenkins addressed the needs of the South Greenwood
Community for housing rehabilitation and new construction. He
noted similarities in conditions between the North and South
Greenwood neighborhoods. He asked for additional brochures on
the rehabilitation program and stated that he would like to
see the former program reactivated to supply free exterior
paint to qualified homeowners. Jim Polatty also noted that
this neighborhood could be the focus of next year's "Paint
Your Heart Out". Chris Papandreas told Mr. Jenkins he could
submit a proposal for the paint program before April 28, for
consideration by the Committee for next year's funding.
b. Lois Cormier asked for full copies of the GPR and the HUD
monitoring letter on relocation. She reiterated the need to
maintain efforts in South Greenwood. She noted the "success
story" of the rehabilitation of a home owned by June Newton on
Woodlawn Avenue.

c. Fred Infinger stressed the reed for neighborhood groups to
document what needs to be done and to seek qualified project
sponsors to carry out activities. He also expressed concerns
regarding teenage mischief and the need to have alternatives
for youth counseling and education.
d. Darrell Collins stressed the need for a branch library in
South Greenwood.
e. Chris Papandreas reported that the subrecipient policy
recommended by the N.A.C. was accepted in part by the City
Commission. CDBG grants will be limited to amounts over
$5000, with funding of lesser requests directed to the City
Commission Social Action fund.
f. Chris Papandreas mentioned that "Youthbuilders" is
attempting to start up again in time to put young people to
work this summer. Ralph Linn noted that a similar program in
New York had great success with the use of Senior Citizens as
instructors.
g. Milly Joplin expressed concern about a hazardous condition
at the traffic signal at Belleair Blvd and Ft. Harrison
Avenue. She said that a left turn arrow is needed for
westbound traffic and asked if the City has jurisdiction over
this area. Jim Polatty said that he would look into this.
She also noted that directional signs are needed for the
Pinellas Trail.
h. Ralph Linn noted a traffic problem at Betty Lane and Drew
Street with vehicles exiting the GTE parking lot. He inquired
whether a parking lot is treated the same as a street. Jim
Polatty said that staff will look into this. He also asked if
the City plans to restrict parking on street ends that abut
the Trail.
i. Bob Joplin asked about the availability of "grey water" for
lawn irrigation.
9. The next meeting was set for May 19, 1992.
10. The meeting adjourned at 9:20 P.M.
