1. The meeting was convened at 12:45 p.m.
2. Minutes of the previous meeting were approved as submitted.
Molly stephenson moved approval, Millie Joplin seconded.
3. chris Papandreas informed the committee of recent
correspondence from John Jenkins of the South Greenwood
citizens for Progressive Action. He is requesting that the
CDBG program allocate $3,000 for a picnic shelter in Ross
Norton Park. This $3,000 would supplement $12,000 available
in Parks and Recreation funds to complete the proposed
improvement. Chris said that there are no unobligated funds
at the present time. She is proposing to hold all requests
which come in, and present them'at the middle of the fiscal
year. At that time, all of the requests which come in can be
reviewed" and a recommendation made to allocate any surplus
funds which may have become available. The Committee
concurred in this proposal.
4. The Comprehensive Housing Affordability Strategy (CHAS) was
reviewed. Millie Joplin moved, and Willie Brewton seconded a
motion to approve the CHAS with the following revision:
In Appendix 4, page 20, second paragraph, deletion of the
sentence which reads "Such housing should also be placed
in areas away from existing housing projects, areas of
high minority concentration, and areas designated as
subject to flooding".
Motion passed unanimously.
5. A discussion was held on the merger of the City-funded and
Challenge loan programs. The committee discussed the
percentage of general property improvements (G.P.I.) which
should be permitted. specific G.P.I. items which shOUld be
considered are those which would save energy for the
homeowner. Cherry Harris moved approval of the basic lending
