1. A van from the City Parks 0 Recreation Department was used to take a tour
of Community Development projects. The. Committee met at 10:00 Al-l on
Saturday morning and toured the follow:
Community Service Foundation Central Housing Assistance, Project HELP,
Partners In Self Sufficiency, Levison Community Center, Clearwater
Neighborhood Housing Servi.ces, Isaiah's Inn (tour lead by Vi.e Wickman),
Condon Girls Club/Condon Kings KidS, Condon Boys Club, Condon Recreation
Center, RCS Emergency Housi.ng, Homeless Emergency Project (tour lead by
Barbara Green), Community Pride Child Care, Ervin's All American Youth
Club, Clearwater Housing Authority Fulton Avenue Apartments, Lewis Fuller
home rehabilitation on Marshall Street, and Quest Inn (tour lead by Suzanne
Bissett). The tour concluded at I :00 PH.

2. During the tour, the return of the grant: for Condon Ki ngs Ki ds by the
Cl~arwater YWCA ~as noted. The Clearwater YWCA is eliminating a numbe~
of thei I' programs. The Gi r Is Club has agreed to take over the Condon Ki ngs'
Kids projec t, nnd to work i.n cooperation with the Bo)'s Club, The
Clearwater Housing Authority, as well as the Community Development Office,
feel that this is an important project and that the Girls Club program
could be easily adapted to operate Condon Kings Kids. The Advisory
C.:>mmittee f~lt that this \.Jus a reasonable approach and a good way to
proceed.

During the tour, City Planning and Development Director, Jim Polatty
explained a potential new City initiative for new housing. Of 1800 lots
surveyed in Horth Greenwood recently, there were 300 vacant lots of various
sizes. TIlt:rt! are 31so 1200 houses with severnl or milny Housing Code
violations. y,'hile the City is currently able to assist with home
rehabilitation loan!>, there is not a re~ource available for wide spread

the strategies may be to use City resources to guarantee part or private
sector loans for new construction. The City might also help in assembly
of land and in recruiting.and screeni.ng applicants, as welt as in larger
term home ownership counseling with assistance oE a community agency. TIle
Committee recogniz.ed that the condition of a lot of houses in North
Greenwood was bad.
