A video tape on homeless projects and activities recently taped and
produced by the. Pinellas County Community Development Department was
started at 7:30 p.m. There are a number of projects in the Clearwater
area. Two projects currently ready to be expanded are the Homeless
Emergency Project'" Engman Street which is being expanded by 12 mobile
homes and the Quest Inn which is being expanded by finishing the third
floor. The Committee is very supportive of these specific projects and
other specific homeless projects. Molly Stephenson of the Committee has
played a major role with cold night shelters and with the Homeless
Coalition,

2. Meeting called to order at 7:50 p.m.
3. Minutes reviewed and approved with one name spelling correction.
4. The list of recommended projects with rankings was discussed. The
Committee would have liked to have funded more projects. The limitation
~n Public Service projects was discussed and it was requested that next
year the projects subject to the Public Services c~ be listed and ranked
first by the Committee, and then all projects be ranked. This would make
the ranking process a little easier and clearer. since there are both the
Public Services ..limit and the total funding limit that must be observed'~'
On many projects, the Committee votes were very similar, on a few projects
there was a lot of variation in the rankings.
5. Several contacts have been made to find an additional North Greenwood
member for the Committee. Committee members are requested to continue to
identify candidates for the Committee from North Greenwood.

Darrell Collins reported that the South Greenwood neighborhood hss
established a "South Clearwater Citizens for Progressive Action
Association~ to help address neighborhood problems such as increased drug
use. The Association is sponsoring a March Against Drugs on May 20. 1989
(Saturday). It was mentioned by Willie Brewton that there is already a
Madison Heights Southside Civic Association Inc. that the "South Clearwater
Citizens" may want to reactivate.

7. Rebecca Kane has contacted City Parks and Recreation about 8 handicapped
playground in East Clearwater and about increosed publicity for
recreational programs. She has a meeting scheduled with Wood Valley Parks
and Recreation staff and with Recreation Superintendent Steve Miller.
B. A meeting has been initiated by Honika Hair with Parks and Recreation
Director, Ream Wilson, to discuss an East Clearwater sw~ing pool. This
is rated as a high priority project by the'Neighborhood Advisory Committee.
The Committee is.. anxious to see some progress beginning to be made.
Several site recommendations have been developed.
9. The Committee expressed concern Bnd deep sympathy for the family illness
situation of Committee Chair, Fred Infinger. The thoughts and best wished
of the Committee go to Fred and his family.

Meeting called to order at 7:30 P.M.
Minutes approved as published.
Comment made about the multiple problems of the U.S. Department of Housing
and Urban Development with consultants and contractors charging exorbitant
fees and that such problems could affect HUD funding in the long term.
There was a review of the CDBG activities funded by ~he City Commission
at the Public Hearing on June 1, 1989, Generally the Commission awards
followed the Coltmittee recommendations. There was continuation funding
provided to Ervin's Youth Club which the Commission recognized as important
to the continued operation of this organization. There was also
construction support awarded by the Commission to Isaiah's Inn, Project
HELP, and increased construction support to Ervin's Youth Club. There was
discussion about whether it was more important to assist new organizations
_ or to continue what could be critical on-going support. There was no cl ear
consensus on this issue, but there was clear concern about community
agencies being heavily dependent on the Community Development Block Grnnb
when CDBG funding is .50 limited and possibly uncertain in the future.
5. It was noted that the Committee was at full strength of 12 members. Our
newest member Rose Johnson was welcomed by all present~ It is good to have
a full Committee.
6. There was disappointment expressed that South Greenwood projects did not
do well in the CDBG funding allocations. The importance of Civic
Associations was mentioned and the role of the past South Greenwood civic
organization, as well as individual efforts.
7. There is a crime watch now working in South Greenwood and there is good
neighborhood support.

8. Ervin Harris is moving his weights to South Greenwood. so that a small
weight room can be established in the unused Police Athletic League
building at Ross Norton Park. This partially replaces a project not funded
through COBG.
9. Meetings with the City on handicapped playgrounds and on the East
Clearwater pool were rescheduled due to meeting date con::licts that
develu~ed for the Committee members. Thece items will be pursued.
10. Comment waS made that the Boy's Club in Condon Gardens was doing a good
job of working with the youth. It was felt that this program which is
relatively new to Condon Gardens is a fine program.
11. Next meeting will be SATURDAY, OCTOBER 7. 1989. AT 10:00 A.M. for a van
tour of the CDBG projects.
12. Habitat for Humanity is starting to build several housing in North
Greenwood. They will be clearing several lots on N. Missouri Avenue near
Palmetto Street Saturday morning, June 17. 1989.

Police problems at Condon Gardens were mentioned. It was commented that
the problem is very complicated. The Police have individually contributed
a lot over the last five years. At the same time. some people have felt
hassled.
