Uinutes reviewed and approved. 3. Darrell Collins was elected as Vice Chair. 4. It was noted that a new East Clearwater member will most likely be appointed by the City Commission at their meeting of February 16. A participant from Project Self-Sufficiency who is a honors student at St. Petersburg Junior College has been nominated. 5. The ad in the Clearwater Times inviting the public to meetings of the Neighborhood Advisory Committee was distributed. The ad was published January 22. 1989. 6. An ad for new projects was distributed. The ad will be published in the Clearwater Times, February 12, 1989. It lists the types of projects that can be funded and the information that is required in an application. The deadline for filing proposals is March 31, 1989. 'I 7. Areas of community concern where Community Development funding might help were discussed. It was felt that this community especially has problems with adequate resources for the homeless and for youth. A special youth need noted was a better supply of time-out homes for at risk youths. a. Housing Counselor position has been filled. The Clearwater Community Development Office is now back in the business of making loans for repair for low and moderate income residents. It took seven months to fill the position on a permanent basis. but there is now an excellent person with 20-years loan and banking experience in the position. ...-, .'.~."" '--' '. The day care center at Pennsylvania Avenue and Palmetto Street has been built, but it does not look like it will open. The landlord wants approximately $1.000/month in rent. and day care fees are not sufficient to support it. There is a strong need for day care for low income families. State assistance levels are inadequate. 10. Darrell Collins presented an idea about a recreation improvement at ROBS Norton Park on South Greenwood Avenue. He felt that weights. cooking classes. basketball. a library. Bnd related improvements at the recreation facility are badly needed. especially to help with the developing drug problem with youths in Routh Greenwood~ The CoIImlittee wholeheartedly endorsed the observations of the increasing youth d=ug problem. as well 85 the recommendations. Specific further contact will be made by Darrell with Clearwater Parks and Recreation and with the Clearwater Library to see about developing projects which can be supported with Community Development funds. 11. Next meeting will be Tuesday. March 14. 1989. 7:30 p.m. at the City Hall Annex Conference Room. 12. Rebecca Kane (Eas,t Clearwa ter) Minutes reviewed and approved. Committee requested that Statement of Objectives and status of last yearts awards and expenditures be mailed out soon. It was noted that William Aldridge has had three consecutive unexcused absences .and is automatically dropped from the Committee as required by the By Laws. A letter had been sent previously to him and member Darrell Collins also talked with him. of The Committee did a preliminary review of proposals for CDBG funding from Ervin's All American Youth Club. Clearwater Parks & Recreation Dept. and the Girls Clubs of Pinellas County. The Committee felt that good programs were represented in general, although the Committee was strongly concerned about any additions to existing City swimming pools, before something ~~als done about the long standing lack of a City swimming pool East of U.S. 19. There was concern about loose pricing on some potential equipment purchases. There was also some concern about Ervin' 5 Youth Club receiving the same level of funding in light of tight overall funding available and in light of the major new grant from the Juvenile Welfare Board. There was a strong feeling from the Committee in general that the issue of an East Clearwater (east of U.S. 19) swimming pool was long past due. Monika Moir and Rebecca Kane will take the lead in organizing an initial effort to getting this project moving. It is_felt that in addition to helping with programming at Condon Gardenst there is a strong need in Wood Valley for such a facility in the area. Committee voted that a Letter of Commendation be place in Jim Sheller.s personnel file for his operation of the Community Development activities, , . I . " .' '.' .. ,'. " . . . Darrell Collins reviewed progress on working toward enhanced programming in South Greenwood. He noted that Parks and Recreation Dept. has recommended use of the Police Athletic League building for a weight room with funding support from the Community Development Block Grant. Other projects also being pursued are a smnll branch library, and adding cooking and sewing classes. In the long term, there appears to be solid interest in a gymnasium. 10. Comment was made that handicapped play equipment is needed 'in some City pl'aygrounds Citywide. Rebecca Kane will follow-up with Steve Miller of Parks and Recreation Department. 11. Request was made.that available recreational programs be better publicized in Wood Valley, beyond current newspaper ads. A Committee member will call Parks nnd Recreation. lZ. There.was some discussion regarding'the total lack of after-school care for handicapped children. Latchkey is a primary pro~ider of after school care and apparently has not been interested in serving handicapped children. A Committee member will contact the School Board regarding this mainstreaming issue. Since both the' School Board and Latchkey receive Federal funds, they are required to serve handicapped children. Community Pride Child Care C~~r will also be contacted for any possible short term or long term help~ might be provided with this type of care. ,.............. '--" :J. 13.
