Polatty, Jr.. Director. Clearwnter Planning nnd Development Department 1. Meeting was called to order by Willie Brewton, in the absence of the Chair and Vice Chair. at 7:30 p.m. 2. Minutes were approved as published. () 3. It was announced that a Housing Issue Paper has been released to the City Commission by the Planning and Development Department. A copy will be mailed to each Committee Member. 4. Cold night shelters will be open at St. Cecelia's church on cold nights between December 1, 19B9 and March 15. 1990. Volunteers and donations are welcome. Contact Molly Stephenson. 5. The status of the current CDDG program was reviewed. Ten Agreements are in the final stage of sign-off by the City. These Agreements cover the period from October 1989 through September 1990 and have already been signed by the agencies. One Agreement, with Clearwa ter Neighborhood Housing Services, is still in the process of initial signature by the agency. The ~, twelfth and last Agreement was declined by Isaiah's Inn. 6. Isaiah's Inn has declined their emergency{transitional housing facility grant for $13,000, based on their revised program and their desire to provide denominational religious training, which cannot be funded with Federal money. There have been changes in the Board of Pirectors and a shift from the program that was originally presented for funding. Isaiah's Inn also declined the Pinellas County Community Development grant. v ",--~. ) November 14, 1989 Minutes Page two 7. In the South Greenwood Neighborhood. Darrell Collins reported via Jim Sheeler that Ervin's All American Youth Club was seeking Juvenile Welfare Board funding to provide programming at the Police Athletic League (PAL) Building in Ross Norton Park. It is hoped that the availability of funding will he kno~ within B week. This would address the need identified by the Committee for additional programming in South Greenwood. 8. The Committee was hes! tant to accept Fred Infinger t s resigna Hon. Jim Sheeler will visit Fred's prior home and bring more information to the Committee at the next meeting. 9. There was discussion about making housing rehabilitation loans to low and moderate income families only, or also to moderate income families. It was discussed that there is a need to make these loans to low and moderate income f~milies, but that there Bre also families just over the income limit who need help, who are responsible, and whose houses need to he repaired for the quality of the neighborhood housing to be maintained or improved. Frequently I these modera te income families are not able to obtain bank loans. ~ 10. Jim Polatty discussed the Housing Issue Paper. The strategy of the paper is to enhance existing code and other enforcement programs, to continue to operate existing programs, and to add new programs such as code changes, new housing and new financing programs. Specific issues were discussed such as the existing City Housing Rehabilitation Loan Program and the proposed New Housing Program. Copies of selected pages from the Housing Issue Paper distributed to the City Commission this afternoon, were distributed to the Committee. A full copy of the Issue Paper will be mailed to Committee members and will be discussed at the next Committee meeting. ......~..... 11. ,'.The progress at Clearwater Neighborhood Housing Services in developing n new Economic Development Loan Program was discussed. It is expected that a draft of the new program will be available at the end of November and the program operational in the first quarter of 1990. Kimberly Simpsonii the new Economic Development Specialist at Clearwater Neighborhood Housing Services, is developing the program, has very good banking experience, and does not anticipate any significant problems at this point.
