1. Meeting called to order at 7:40 p.m.
2. Minutes reviewed and approved.
3. It was decided to delay election of a Vice Chairperson to replace Anne
Brooks until the February meeting.

'-/ 4. There was discussion regarding the need to identify another East Clearwater
representative to replace Anne Brooks. This is important for the committee
to return to full representation.
5. Several members were sick or out of town. However, those present felt it
was polite and necessary for anyone unable to attend to phone (either the
Community Development Office at 462-6880 or Fred Infinger at 447-6224).
6. Letter from the Mayor "'regarding the role and performance of
Neighborhood Advisory Committee was received by the Committee.
Committee appreciated the acknowledgement from the Mayor on behalf of
City Commission.

7. Questions were raised as to the current status of Nefertiti's Be3uty Salon
and of the day care center at Pennsylvania and Palmetto. Nefertitils was a
bus iness ass is ted wi th a Communi ty Development economic deve lopment loan.
It has recently changed management and is still in business. The day care
center is still going through the set-up phase with private funding.
8. The Committee expressed continued concern about the long time that the
Housing Counselor position has been unfilled. In order for the Housing
Rehabilitation Loan piogram to function there must be a Housing Counselor
to do inside loan origination and control, and one or more Rehabilitation

Specialists to work closely with the contractors 'during the construction
phase. The City Housing Counselor position has been open since June, 1988,
with an Emergency Appointee coming in for 90 days at the end of 1988.
Betoween 1/3 nnd 1/2 of the year's loan production has been lost. It is
hoped that permanent Housing Counselor for the City will be on the job by
the ,end of Janus ry I 1989. At: Clea rwat ar Neighborhood Hous ing Services,
there has been D. gap of one month in the Rehabilitation Specialist position
and a job offer is in the process of being made. The Committee wondered if
the pay level may be a factor in these positions, in addition to speed of
personnel selection.
9. It was noted that it is now time for agencies to begin making thei.r
proposals ,for the 1989-1990 grant yea r 5 tart ing Oc tobe r, 1989. The
Commictee ,will be discussing Some of these projects in Harch and doing
ranking in April, 1989. The total City' grant amount i.s projected at
$722,000 compared to $692,00 for the current year. The core housing
program, economic development, and administrlltion are projected at
approximately $550,000, along ~ith other long standing commitments such as
the joint City/County housing counseling at approximately $100,000, which
means approximately $50,000 - $75,000 available to various agencies.
These are very preliminary numbers.
10. Due to a U.S. Housing and Urban Development conference, the NEXT MEETING is
not scheduled for the second Tuesday (which is also Valentine's Day), but
has been RESCHEDULED by the Commit tee to the firs t Tuesday, February 7,
1989, at 7:30 p.m. in the Annex Conference Room.
