4. It was discussed how North Greenwood Avenue was being cleaned up, trees
planted, and the neighborhood was getting organized better. The
businesses in the area are being contacted also for information and
suggestions.
5. Business caras for the members of the Advisory Committee were discussed.
It was decided to order a basic card with blanks for the member's name
and phone number. An attempt ~ill be made to order the cards and get
five (5) cards out to each member before the February meeting.

6. A request was made for total dollars of the CDBG Program for next year
(1988-89) and for the dollars that will be required for the base
administrationt economic development, code enforcement and rehabilitation
program. [It is estimated as of mid January that we will receive
approximately $695tOOO and that the basic core program will require
$790,000 if home repair loan requests continue to be strong. In
addition, there will be program income anticipated to be in excess of
$100,000. It is possible there will be $50,000 in discretionary funds
available.]

It ~as noted that the Home Repair Program was open again for residents of
Clearwater. Loans generally from $2,000 - $15,000, are available to
repair roofs, floors, plumbing, walls, electrical problems and other home
repairs for low and moderate income individuals. Anyone interested
should contact the Clearwater Community Development Office, 462-6880.

The Committee discussed ho~ difficult it is for people to afford decent
housing. It ~as also discussed how many people will tear up housing,
especially rental property, sometimes very quickly.
9. It was decided to invite Jef( Pruitt to the February meeting to talk
about the ne~ nousing Element of the Clearwater Comprehensive Plan.
Committee comments will be needed over the next half year regarding
planning for housing in Clear~atcr in the future.
10. The Committee noted, there is a need to support the use of county Vllcant
houses along projected road extensions for emergency housing. Additional
housing is badly needed for low nnd moderate income people nnd publicly
owned housing that has been bought in new right of ways should be used
for people, until the road is constructed.'
11. Support was expressed for the use of part of the Levison Center for a
permanent shelter for homeless. There are two people associated with the
St. Paul Soup Kitchen and with Community Service Foundation who are
experienced and willing to operate such a facility.
12. Next meeting is scheduled for February 9t 1988.

HUO BUDGET NUMBERS FOR FISCAL YEAR 1989
NCDA's January 8 mailing to members contained a brief
overview of the Administration's funding recomm~ndations
for HUO programs in FY 89. Excerpts from the "budget
pass-back" which contains these figures are enclosed
with this mailing.
HUD first submitted'its budget'requests to the White ,.
House Office of Management and Budget (OMB) in october
of 1987. The "pass-back" document is OMB's response to
~UD's requests and, although the decisions may be
appealed by HUD, it represents the basis for the~
president I s federal budget request to Congress I' ',,,'
scheduled for mid-Februc:2ry, 1988. J1.. ,.

. CDBG would be funded at $2.625 1n FY 89, assumlng J
termination of the Section 312 rehab loan fund and (
transfer of approximately $171 million of the ,.
unobligated funds to the CnBG program. With9ut this
transfer, denied by Congress in previous years, the
Administration's budget request for CnBG is $2.454
billion in FY 89.

. While no rescissions or deferrals of ~Y 88 funds are
proposed as in previous years, the section 108 Loan
Guarantee program, UOAG, HODAG and the Emergency
Shelter Grant program are all targetted for
termination.
. Rental Rehabilitation Grants are included at $150
million for FY 89, but restricted to areas without
rent controls in effect.
. Section 202 housing for the elderly and handicapped -
7,000 units each year for the next five years. However,
OMB would require that 90% of the funds be used for ~
the handicapped, "with mentally ill homeless
handicapped persons receiving special priority". . '.__ ~
