Sheeler Anne Brooks Wi 11 ie Brewto n Molly Stephenson Walter Campbell Mille Jopl in Ella Atkins Cherry Harris The meeting was called to order at 7:40 p.m. in the Annex Conference Room, City Hall Annex, 10 South Missouri Avenue. Due the Thanksgiving Holidays, attendance at the meeting was 1 igh t . The minutes of the meetng of October 28, 1986 were reviewed and approved. The following issues was discussed: 1. A comment was made that we will try to start the meetings at 7:30 p.m. and that if ,the meeting does not need to last for a hour and a half the meeting will be concluded at an earlier time. \ \,....-.. 2. It was confirmed that the minutes of the Advisory Committee are to be forwarded to the City Commission for their information. 3. It was noted that the Pennsylvania Avenue/Nicholson Street drainage project came in at $267,000.00 dollars, which is approximately $60,000.00 dollars over the previously budgeted amount. This will put some strain on other community development activities during the year. 4. A possible new Community Development Block Grant Project was mentioned - the installation of a sidewalk along the north side of Dempsey Street in the South Clearwater neighborhood. S. New members were discussed. At this point two individual have expressed an interest in joining the Committee, Darrell Collins and ~asool Bashir. 6. The need for a Chairperson and Vice-Chairperson of the Committee was discussed. It is planned to elect a Chairperson and Vice-Chair at the next meeting. 7. In light of the holiday season and meeting attendance) the next meeting is scheduled for January 27) 1987 at 7:30 p.m. in the City Hall Annex Conference Room. Minutes of the meeting of November 26, 1987 were approved., The following issues were discussed 1. It was noted that 3 new members were appointed to the Committee by the City Commission. These are Rasool Bashir from North Greenwood, Darrell Collins from South Greenwood, and Monika Moir from East Clearwater. This means we now have a full Committee of 12 members. Additional names can still be suggested, however, for future openings. 2. Elections were held with the following unanimo~s results~ Chairperson - Fred Infinger Vice Chair - Anne Brooks It was also obvious that Rudy Miller was well thought of by the Committee for possible future leadership activity. 3. In order to try to make the meeting date more convenient, it was decided to meet the second rather than the fourth Tuesday of the month. The next meeting is now scheduled for TuesdaYt March 10, 1987, at the City Hall Annex Conference Room. ..-....-' 4. A ques tion was raised about how active was Ervin"s All American Youth Club. Rasool Bashir indicated that they were active almost every night. Willie Brewton also indicated the Club was starting same new programming. . II ,~ .' .' , ~.. " ~.... L . L ~ ~ . . .. . :' ~ " (f '/' .. , - . Status was requested on installing sidewalk on west side of Fairwood Avenue near Cliff Stevans Parks where land is to be elevated. 6. It was noted Clearwater Neighborhood Housing Services is planning to move their office from South Greenwood to North Greenwood. at the beginning of 198B. This reflects a shift 1n program emphasis although both n~ighborhoods will still be served. 7. An inquiry was made about the possibility of paving ~~illiamson Lane. Jim Sheeler will check background information with City Engineering. r.. 8. A question was raised about when there was going to be more progress on the David Forbes property at 311 Vine Street. A rehabilitation loan was made almost a year ago and there has been little progress. Jim Sheeler advised that a meeting had been held with David Forbes and that a letter was just signed to him requiring immediate action. 9. New potential CDBG Projects were suggested: a. Sidewalk on Demsey Street (north side) or Lakeview Road (south side) just west of Greenwood Avenuej b. Financial support for a drug rehabilitation program which would be available to individuals with little money or no medical insurance. 10. It was noted that the Police Center at Condon Gardens was badly needed and the Police are doing a very good job. Renovation is almost complete of the Police Center building, which is already in use. It is felt that the community appreciates the new Center very much. I J'-<~ I 1."...,. 11. Cherry Harris repeated her concern about the need to dredge Stevenson~s Creek. Some work was done east of Betty Lane. but nothing was done west of Betty Lane. Two engineering surveys have been accomplished of the area in the last year and each time it was determined that dredging was not needed at this time. Jim Sheeler was asked to see if further investigation could be made. 12. It was noted by Ella Atkins that the Condon Gardens community was promised a traffic light at Bay View and Gulf to Bay Blvd. when Bay View was connected to the Drew Street extension. The Drew Street extension is now in progress. The Committee felt that the intersection of Bay View with Gulf to Bay is a dangerous intersection and has been dangerous for years. A number of indi~iduals have been hurt at accidents at,this intersection. The meeting was adjourned at 9:00 p.m. Next meeting is Tuesday, March 10, 1987, at the City Hall Annex. ""'-/ Page 2 of 2
