The meeting was called to order at 7:30 p.m. in the Annex
Conference Room, City Hall Annex, 10 South Missouri Avenue.
It was noted with regret that Hezekah (Jack) Gilmore has
decreased during the summer. Mr. Gilmore was a long standing
member of the community who had recently joined the Committee.
The minutes of the meeting of September 23, 1986 were reviewed
and approved.
The following issues was discussed:
1. The need to add representatives to the Committee was
discussed. Representatives are neededJ one each, for North
GreenwoodJ East Clearwater, Bnd At Large. Two names was
recommended for the East Clearwater openings. Individuals in
the community will be contacted for recommendations of other
potential members. Members of the Committee will also try to
suggest new member to the office.
2. There was brief discussion about the progress being made in
the North Greenwood community in organizing community
activities and community clean-up. It was noted that these
activities have roots in the community that you will go back
many years.

3. The rental rehabilitation program was briefly discussed. The
awareness of the Committee was increased about this program
which provides loans for the rehabilitation of rental
properties which will be made available to low and moderate
income people.
4. The possibility of rece~v~ng a new Section 312 Home
Rehabilitation LOBn Allocation was noted. This program
has previously been available in the City, but in the recent
past funds has not been available. This program will
supplement the existing City rehabilitation programs.

Advisory Committee
5. Concerned was expressed hy the Committee about the lack of
subsidized housing for young singles. A referral was made to
both the Clearwater Housing Authority and to the Community
Services Foundation, for possible additional information.
However, it was obvious from the discussion of the Committee
that, while elderly housing and housing for families has
received some emphasis in recent years, affordable housing
for singles, i.e., subsidized housing, does not appear as a
practical matter, to be available to young singles. This was
felt to be a major gap in the housing resources in the
community.
6. A question was raised about the lack of attention to
controlling the hyacinths on Lake Belleview. This
issue has regularly been raised by the Committee. There was
concern that if the water hyacinths do not receive
more attention, that Lake Belleview will become choked and
the bottom of Lake filled with deteriorated plant material.
There was some possible concern also expressed about other
City lakes in a similar regard.
7. Comment was made that for next year CnBG Funding, that
attention still needs to be paid to providing a swimming
pool, similar to the Ross Norton Park pool, in the East
Clearwater area of Wood Valley and Condon Garden.
8. Jim Sheeler reported that the dredging on Stevenson's Creek
west of Betty Lane would be a much larger project than the
dredging that already has been accomplished to the east of
Betty Lane and Stevenson's Creek. The Committee reaffirmed
its sense of priorities that drainage, roadways and sidewalks
would receive first priority among projects funded through
CDBG.
9. Question was raised as whether the minutes of Neighborhood
Advisory Committee were forwarded to the City Commission.
This will be investigated.
10. A problem was noted about stray dogs running loose in some
City parks. Possibly the City will be involved to the extent
of additional police enforcement.
11. The problem with a dim street light at Ewing and Dumpsey,
immediately to the north of Lake Belleview, has been
successfully resolved after the involvement of the City, by
Florida Power.

12. Concern was expressed about plant material growing along the
roadway on Myrtle Avenue just south of Chestnut, which may
block the vision of traffic. Possibly there is a Traffic
Engineering issue involved.
13. The Question was raised about a sub-drain along Dovewood
Street in Wood Valley, where the sidewalk is raised.
Reference was made to Public Services Division of the Public
Works Department.
14. There was also a sewer cover missing in the Brigadoon
Apartment Complex in the Woodvalley area, which will also be
called to the attention of Public Services Division.
The next meeting is scheduled for Tuesday, November 25, 1986 at
7:30 p.m. in the City Hall Annex Conference Room.
Meeting was adjourned at 9:00 p.m.
