Minutes of the 5~d Regular Meeting. . . . . . . . .May 27, 1986
The meeting was called to order at 7:30 p.m. in the Annex
Conference Room, City Hall Annex, 10 South Missouri Avenue.
The following persons were present:

Following the invocation, the meeting began with the introduction
of Mr. Hezakah Gilmore and Mrs. Millie Joplin, (new members):

The following items were discussed:
1. The program proposal for the use of CDBG funds in FY '87 was
reviewed, and the committee members indicated their priority
ranking for newly requested projects and activities.
2. Molly Stephenson spoke in support of the Community Service '
Foundation's shelter program for the homeless.
3. Mr. Infinger reported that there is a IlRAFT" of Water Hyacinths
floating in Lake Belleview and that they should be removed
as soon as possible.
4. Mrs. Atkins expressed her concern about homeless families
caught in the welfare cycle and the need to provide
incentive and opportunity to brake this cycle.

5. Mrs. Joplin expressed her concern about Business Encroachment
in her neighborhood (Belleview Court and Belleair Highlands
SUbdivisions). She cited a case where a rental housing unit
was demolished to make space for expanded commercial parking.
6. Mr. Brewton spoke for the rights of property owners in South
Greenwood and against the actions of the City in down-zoning
and the establishment of more restrictive building/land use
codes. He complained of increased traffic and congestion
along South Greenwood Avenue and Lakeview Roads during peak
hours.

7. Mrs. Harris inquired about progress on the request to dredge ~
Stephensons Creek between Douglas and the seL Railroad crossing. t ,..'
8. Mr. Gilmore spoke of this concern regarding the Business
encroachment into the residential areas of South Greenwood and
asked what they (the residents) could do to control continued.
erosion of the residential character of their neighborhood.
9. Mrs. Brooks requested that a pedestrian overpass be constructed
over U.S. Highway 19 at Drew Street. This would improve
accesibility of the St. Petersburg Junior College and the new
Library. She also reported continuing problems with automobiles
speeding in:the Woodvalley area.
10. Mrs. Wolf inquired as to the status of the sidewalk scheduled
for construction along the west side of Fairwood Avenue.
The next meeting was scheduled for September 23, 1986.
