NE~HBORHOOD ADVISORY COMMITT~ , .. ~ , . :. ~~ '",L~ .t CLEARWATER, FLORIDA ~ 57ft Minutes of the ~d Regular Meeting . . . . .. . . . . . .February 25, 1986 The meeting was called to order at 7:30 P.M. in the Annex Conference Room, City Hall Annex, 10 South Missouri Avenue. The following persons were present: Mr. Willie Brewton Mr. Rudolph Miller Mrs. Lois Martin Mrs. Ella Atkins Mrs. Cherry Harris The following persons were absent: Mrs. Jo Ann Wolfe Mrs. Anne Brooks Mr. Winfred Infinger Mr. Don Jass Mr. Walter Campbell Mrs. Molly Stephenson f', .--... \ ,--,I Following the invocation, the meeting began with a review and approval of the minutes of the January 28, 1986 meeting. The following items were discussed: 1. Mr. Infinger reported that numerous violations of City Ordinances continue in and around Ross Norton/Ed Wright Parks. These include: a. Drinking, beer and littering with empty cans and bottles. b. Smoking pot near the horseshoe courts. c. Reckless driving of vehicles on the grass in the park near the swimming pool by youths trying to imitate stunt drivers on TV. \~ He expressed concern about the verbal abuse that was imposed on a Clearwater police officer who broke up a drinking party in Ed Wright Park recently. The officer demonstrated restraint and did not take any action against the offenders. Mr. Infinger also expressed concern about the quality of .- construction being accomplished at 939~ Dempsey St. - he stated that the roo~ has stood half finished since December. 2. Mr. Miller expressed similar observations relating to pot smoking and wild driving in Ross Norton Park. He requested that a study be made of the fee structure at the Clearwater Country Club to determine if it is in line with their lease agreement with the City of Clearwater. 3. Mrs. Atkins reported that conditions' continue to improve in Condon Gardens. IIMr. Jiroll the maintenance foreman has worked with the residents to control littering and reduce vandalism. She complained about being bothered by loud gambling activity at night, and of "williell a gang leader who enjoys bullying younger children in the project. . ". : ' . " ' . ." ' " . . "."." ...." Mrs. Harris repeated her previous concern about a truck tractor being parked along a residential street for long periods of time. The truck at 1780 Harbor Drive has been parked on the grassy right-of-way since December 18, 1985. She complained about an old truck at 1736 N. Washington that has its hood removed, and has been there for a long time. Mrs. Harris wants the storm sewer inlets cleaned along Harbor Drive. She expressed a need to enforce the timely removal of trash containers from along the curb after pick- up by the sanitation crews. 5. Mr. Brewton encouraged the use of "Police" powers (inspectors, etc.) to enforce existing ordinances. He spoke against unequal treatment in the granting of variances by the Zoning/Land Use Board. He observed that there is continued attention needed to clear folage from obstructing road signs and street lights. 6. Mrs. Brooks abserved'that street lights had been installed in Cliff stevens Park; however, someone has been vandalizing the fences and the grassy areas of the park. 7. Mrs. Wolfe feels that additional parking is needed near the beginning of the new fittness course in Cliff Stevens Park. 8. Mrs. Brooks observed that the flashing school caution lights along Drew Street near the intersection of Fairwood Avenue are poorly located and are ignored by drivers, including a Clearwater City Police vehicle. She has been working through the school board and the local PTA at Eisenhower School to have a crossing guard assigned to this area, but has been unsuccessful. She is concerned for the safety of children crossing the street at this intersection. 9. Mrs. Martin expressed the need for a second bridge to connect the causeway to Clearwater Beach and the mainland - she was delayed for ove~ an hour this past week and feels that in the event of a need to evacuate the beach area during a hurricane we could face a serious problem. She reported on plans made to develop the recreational facilities at Ray Green Field (relocation of playground equipment, tree planting, and new sidewalks). Mrs. Martin spoke in favor of expanding services needed by our expanding community and the need to raise reviews to provide these services. Mr. Infinger spoke in favor of World" development because the facilities without paying City annexing the "Top-af-the residents utilize City taxes. .--.... \ "~.>~ 11.
