Minutes of the 46th Regular Meeting .
. October 22, 1985
The meeting was called to order at 7:30 p.m. in the Annex Conference
Room, City Hall Annex, 10 South Missouri Avenue.
The following persons were present:

Following the invocation, the meeting began with a review and approval
of the minutes of the September 24, 1985 meeting. The following items
were then discussed:

1. Mrs. Stephenson expressed the current need for
financial support for the "Quest Innll emergency
housing program. She was informed of a $7,500.00
grant to assist with renovations and a financial
grant from st. Paul's Lutheran Church to help with
operating expences.
2. Mrs. Harris reported on the success of the Clean-up
campaign in N. Greenwood, and told of the amount of
trash and debris that was removed from the sidewalk
and areas around the old V.P.W. club on N. Greenwood
Avenue. She made an appeal for a year-round clean-up
effort in her neighborhood. '
3. Mrs. Harris reported that the trash had not yet been
removed from the drainage inlets at the west end of
Harbor Drive, and that an old truck with an expired
license (June '84) was parked in front of the house
at 1743 Harbor Drive (License No. YXE 082).
4. Mrs. Atkins reported that "Mr. Jimll is succeeding
with the clean-up of Condon Gardens. He is
encouraging the youth to clean-up, reduce vandalism,
and take pride in their neighborhood.
5. Mr. Infinger reported that there has been a ldt of
celebrat~ng with fireworks in Ross Norton Park at
night. He has trouble sleeping because of the noise
of the firecrackers echoing off Lake Belleview.
6. Mr. Brewton requested that action be taken to trim
the trees around the street lights on S. Madison Avenue
near his home (Between Woodlawn and Kingsley Streets) .
7. Mr. Brewton expressed his concern and the need for a
program that addresses the housing needs of moderate
income persons (above low/moderate income)

B. Mrs. Atkins expressed her concern over the welfare
program that supports single girls who have a child ever~
year, and do nothing to support themselves outside of
producing babies. They live in Condon Gardens paying
$1.00 to $6.00 per month and exist on welfare and food
stamps.
9. Mr. Brewton expressed his feelings on this matter.
He asked for a means to better educate these single
parents and their children to assist them in doing
better for themselves and; thereby, break the welfare
cycle.
10. Mr. Jass made a progress report on CDBG Activities 1
underway, 'and an overview of the schedule for this
next fiscal year. .
