Community Development Neighborhood Meeting
North Greenwood Area
February 10, 1977
At 7:45 PM Mr. Noah Johnson, President of the Citizen's
Involvement Committee, called the meeting to order. In attendance
at the meeting were 16 Clearwater citizens (7 female and 9 male,
all black). Individuals representing the City included: Edmund
Dillon, Community Relations Coordinator; E. J. Robinson, Director
of Rehabilitation and Redevelopment; Ream Wilson, Assistant Director
of Parks and Recreation; Terry Jennings, Civil Engineer II; and
Donald Jass, Community Development Planner.
Mr. Johnson led the meeting in prayer. He then made an
opening statement, introduced the City representatives, and turned
the meeting over to Mr. Jass. A handout was distributed to every-
one in attendance, and Mr. Jass briefly reviewed the content which
included the background and purpose of the Community Development
Block Grant Program; the citizens participation plan and schedule;
the activities eligible for assistance, and those not eligible. .
He then discussed the status of the 1st and 2nd year projects as
they related to the North Greenwood Area.

Several citizens expressed concern that the sidewalks
along Greenwood Avenue were not completed, and as to why it took
so long to design and complete projects. The sidewalk gap on
the east side of N. Greenwood Avenue, 'between Palm Bluff and
LaSalle Streets, will be investigated by the City. staff for possible
inclusion in this program. The staff will also examine the possi~
bi1ity of including a sidwalk along south side of Seminole Street,
between N. Betty Lane and N. Jefferson Avenue, this was a first
year program request.
A question was raised regarding the unpaved portion of
Palm Bluff Street between Pennsylvania'and Greenwood Avenues. It
was explained that this is private property and the City could not
pave it unless sufficient right-of-way were dedicated to the ~ity.
The issue of transferring SIOO,OOO in funds allocated for
land acquisition to a new project - that of correcting storm drain-
age problems at Condon Gardens - was discussed. The consensus of
opinion was that those responsible for creating the problem should
pay for correcting it. There was much discussion on the matter,
and in the end, not one citizen spoke in favor of the transfer.
A complaint was registered regarding the condition of
the pavement on N. Greenlvood Avenue between Drew and Palmetto
Streets. The pavement was cut to lay pipes last year and has not
been properly resurfaced. (The citizen did not want Community
Development money used for this repair.) Terry Jennings explained
_~ that there was a storm drainage project under development to correct
flooding in the Greenwood Apartment complex, and that this project
would require the street to be cut again" to allow the placement of
drainage pipes. He explained that resurfacing would probably be
part of the drainage contract.

There were six (6) new recommendations received for the
expenditure of third year Community Development funds. These are ~!
outlined below:
1.) The need for elderly housing in the North Greenwood
area. (Money to acquire land for six scattered sites large enough
for the construction of 4-plexes.)
2.) Rehabilitation grant money to cover the cost of
connecting septic tanks to sanitary sewers, and other areas of
special need"in the community where a rehabilitation loan program
will not accomplish the desired end.

3.) A Day Care Center to serve the N. Greenwood area.
4.) A teenage recreation center (disco), open on. week-
ends, to keep the young people off the streets and give them
something to do. '
S.) Construction or maintenance projects that will create
jobs - even temporary to assist the unemployed citizens.
6.) Additional sidewalks to serve the elderly in the
vicinity of Prospect Towers.
A suggestion was made to publicize the completion of ,'''.
Communi ty Development projects, so that the people in the neighbor:, ..'
hoods will know that their ideas and suggestions have been recognizea.
Those citizens present were thanked for their interest and
participation in the program. They were assured that all of their
recommendations would be submitted to the City Commission for con-
sideration in making up the third year program. They were informed
that additional recommendations could be submitted at any time during
the formative period of the program.
