Mrs. Laurenti moved to accept the minutes of the November meeting as submi t ted . The ' mot ion was seconded and approved unanimous 1 y . MOTION CARRIES. Dr. Hallam reported the COOP is looking at its funding formula. The COOP formula was set up with the largest library receiving 20% of the county residents' fee and gradually lower percentages going to mid-sized libraries with the smallest library receiving 5%. When Clearwater joined the COOP, the largest percentage was reduced to 17% and the smallest percentage reduced to 4.25%. This formula was not based on usage. Now a cammi t tee made up of Finance Directors of the coOP libraries is revisiting the formula using circulation, program attenqance, and reference statistics based on usage by residents and nonresidents as criteria. An August sample for Clearwater showed 72% usage from Clearwater residents and 28% usage from nonresidents. However, Largo and Seminole showed an impact of 52% resident/48% nonresident and 24-26% resident/74-76% nonresident usage respectively. Due to inequities in the funding formula, Largo may consider withdrawing from the COOP. The committee may look at net lending when considering a funding formula change. Dr. Hallam noted that Linda Lange will report to the Board next month on the installatiop of the alpha system and Internet access. Mr. Bacon hopes to attend Library Day, March 18-20, and invited any Board members to also attend. (Please contact Mr. Bacon or Dr. Hallam) . Mrs. Weiss reported the Friends are doing well with the bookstore. The volunteer tea was a wonderful event. Dr. Hallam reported the Florida Library Association Conference will be held in Tampa, April 16-19. Mr. Bacon reported the COOP Board is not meeting the m"onth of December. Mr. Bacon commented on the wonderful investments the Foundation has made in the Library. He urged every Board member to join the Foundation. Mr. Hunt stated the Cognoscenti Auction will be different this year and encouraged the Board to attend the Auction on February 22. The theme for the Auction is a presidential one. For the first time, anyone may attend the Auction for $25.00 without mandatory Foundation membership. 'l'he evening begins at 6: 3,0 p. m. with a social hour and silent auctionj then adjourns upstairs at 7:30 p.m. for dinner and audible auction. Honorary chairs will be inviting people to sit at their tables. Mr. Bacon suggested Beard members might help the Youth Services staff recruit young people in the schools to join the Library. Dr. Hallam introduced Janie Williams, Circulation Manager, to discuss circulation policies and procedures. After discussion the ,Board adjourned to the circulation department for a tour. The next meeting of the Board is scheduled for Friday, January ~9, 1996, 9:00 a.m., third floor Board Room, Main Library. \,
