Minutes of the Meeting
September 16, 1994

In Mr. Bacon's absence, Mrs. Laurenti, Vice Chair, called the
meeting to order at 9:00 a.m. The Board welcomed Lucille Weiss,
new Board member replacing Katherine Merriam. Mrs. Laurenti
thanked Mrs. Merriam for her work on the Board for two terms, and
read a letter from Chair Tony Bacon expressing his thanks as well.
Mrs. Kelsey moved to approve the minutes of the May 20th Board
meeting as submitted. The motion was seconded and approved
unanimously. MOTION CARRIES.
Dr. Hallam discused the reorgani~ion of the Library divisions as
of october 1 in an effort to comply with management's request to
"flatten" the administrative level of the city. Four of the
library divisions will become three: PUblic services, Technical
Services, and Extension Services, with the former Youth Services
Division now coming under Public Services. In two years with the
retirement of the Extension Services Division Manager, all branch
managers will report directly to the Library Director as would the
remaining Library Division Managers for Public Services and
Technical Services.
Or. Hallam distributed a cooperative Question and Answer flyer to
be distributed at all Clearwater Library facilities. The Library
will begin twice a day deliveries among Clearwater libraries and
once a day Co-op courier service from other Co-op libraries. Dr.
Hallam reported Belleair did not join the cooperative. New staff
will begin on October 3 and October 17. Information stations will
be staffed the month of October in the three larger facilities.
Floral arrangements are being provided by the Friends of the
Library for all Clearwater libraries october 1. Main Library,
countryside Library, and Clearwater East Library will be open on
Thursday evenings until 9:00 p.m. beginning Thursday, October 6th.

Dr. Hallam reported that renovation will begin aftar October 4th at
Main Library: Administrative offices will be moved to the third
floor in a renovated storage room; second floor reference services
will be rearranged, including the addition of the county's answer
center. Beach and Clearwater East Libraries will be getting new
carpeting. The North Greenwood and Clearwater East Libraries will
have parking lots,resurfaced.
Dr. Hallam reported the city's budget was approved. The Library
Department budget totals $3,766,360 ($504,810 of that is Co-op
funding) .
Dr. Hallam reviewed some of the goals with the Board, including the
procedure for recovery of library materials through the court
system.
Dr. Hallam discussed the status of the FREENET project. Equipment
is being installed in the Tampa-Hillsborough Library System. Chris
Lofback and Tom Tait of the Clearwater Library staff are working
with the FREENET Committee. Access free of charge to FREENET will
hopefully be available by January 1, 1995.
Dr. Hallam invited the Board to a drop-in reception at the
clearwater East Library on September 20, 2:00 - 4:00 p.m. for Wendy
Foley, East Library Manager, who has accepted the position of
Library Director at Dunedin Public Library effective October 10.
Dr. Hallam reported on the following:
1) Dial-in access to the Library'S catalog now includes FROG.
2) Tony Bacon is now on the Foundation Board.
J) November 10 is the Foundation's Cognoscenti Auction.
The Foundation has purchased a number of CD ROMS for
the library collection.
4) The doll collection sold at auction for $12,300 (net
$10,700 to be spent on children's materials).
5) The Downtown Development Board is focusing on new
uses for the waterfront.
Mrs. Dunn passed the "hat.. (the Board's voluntary sunshine fund for
special Board occasions) to Mr. Raffaniello.
Mrs. Merriam thanked the Board for the nice comments on her behalf
and stated everyone has worked well together during her term on the
Board.
Dr. Hallam noted her recent evaluation with the city Manager was
outstanding and the city Manager was pleased with the way staff and
support groups work together.
The next meeting of the Board is Friday, October 21. This meeting
was adjourned at 9:55 a.m.
