Present: commissioner Sue Berfield, Or. David Berry and wilbert
Bacon, Chair and Vice Chair of the Clearwater PUblic
Library Advisory Board
This meeting was held in compliance wi th the request of the
Clearwater Public Library Advisory Board that Dr. Berry and Mr.
Bacon personally contact each of the Clearwater city Commissioners
concerning the pinellas County Public Library Cooperative.
Or. Berry opened the meeting by explaining the purpose of the
meeting: to advise commissioner Berfield of the Library Advisory
Board's position on Clearwater's joining the Library Cooperative,
and to encourage her favorable vote when the matter was consj,dered
by the Commission.
Dr. Berry explained the Board's initial action by appointing a
special Committee to study this matter, and that Mr. Bacon, as
Chairman of the committee, would give her the details of the
findings and recommendation of the Committee.
Mr. Bacon then explained the work of the Committee and the
advantages that would accrue to the citizens af Clearwater by
joining the Cooperative.
After considerable discussion, commissioner Berfield pointed out
that as an official elected to serve the citizens of Clearwater,
her vote would have to be based on what this would mean to
Clearwater. In this connection, she expressed several concerns:
1) the impact that joining the Cooperative would have on our own
Library resources;
2) the disparity in local per capita effort by the various
communities; and
J) what would happen to persons hired from Cooperative funds,
should it be necessary for the City of Clearwater to reduce
support to the Library as a result of city-wide reduction.
Each of these concerns were addressed. Dr. Berry pointed out that
the impact on Clearwater might not be as great as anticipated
because of the new Safety Harbor Library, that Dunedin is now
planning the construction of a new 1 ibrary, und that the major
enclave (On Top of the World) has its own library with a
substantial collection.
Dr. Berry also pointed out that the disparity in local effort was
diminishing--and that he believed it would diminish further as the
various libraries improved.
Mr. Bacon pointed out that in the event tha t Clearwater had to
reduce support to the Library, usual reduction in force procedures
should be followed, and that any person employed on the basis of
Cooperative funds would be so advised upon employment.

commissioner Barfield then stated she still hnd some reservation
about the Cooperative, but would review all of the documents we had
prepared for her and would base her vote on what she felt was best
for the citizens of Clearwater.
