Commissioner Richard Fitzgerald and Wilbert Bacon met at the
library for the purpose of discussing the pros and cons of
Clearwater Joining the County Cooperative Library System.
Wilbert Baco~ gave Co~nissioner Fitzgerald a background of
the co-op committees task force study. Committee was fo('med
i n Mar chi 9 93 and i nAp (' ill I) I} 3 n f t e r vis i tin g eve (' y lib I' n r y
in North Pioellas County plus St. Petersburg, decided that it
was corJ'ect to advise lhe libru('y board to vote to join the
cooperative. The board voted 100% to join the cooperative.
The two SUPPOI't groups of the library also voted by majol'ity
to Join the co-op. Mr. Bacon gave Mr. Fitzgerald the

The inpact on Countryside and East Branches was discussed as
was t hat Co un t I' Y S i de i s i J) n c cd 0 r ex t r u h e I pes pee i a II y i n
the childJ'en's section as they arc oper'ating the libra,'y with
three less employees than arc needed.
The need of Pinellas County to unite was dicussed because of
so much competition from Hillsborough and Orlando.
Mr. Bacon warned Mr. Fitzgerald that it would be wrong to cui
the present 1 ih('a('y budget if we join the co-op because co-op
funds should be used morc like a grant. Mr. nacon staled
that if present budget was cut that money from the co-op
funding would have to be used to subsidize the present
operating costs of the library and we not he gaining anything
but losing. MI'. Dacon stated that th(~ {Hll'{lOSe of joining the
co-op is to gain additional funds to enhance our present

Mr. Bacon pointed out to Mr. Fitzgerald that nlthough
Clearwater is most generous in what they budget to the
lib,'ary, that jf it were not f(lI' t.he support g"oups of the
librury, 1'he Lilu'ul'Y Foundation, and the Friends of the
Library, that C)ear'wat(~r would nol, be ono of the top 50
libraries in the country.
