Office of city Commissioner Fred Thomas
Present: Commissioner Thomas, Dr. David Berry and wilbert Bacon,
Chair and Vice Chair of the Clenrwnter pUblic Library
Advisory Board
Dr. Berry requested this meeting to advise Commissioner Thomas of
the position of the Clearwater Public Library Advisory Board
concerning Clearwater becoming a member of the Pinellas County
Public Library Cooperative, and to sOlicit his support in this
connection.
After learning the purpose of the meeting, Commissioner Thomas
advised Dr. Berry and Mr. Bacon that he could not support
Clearwater becoming a member of the Cooperative due to the wide
disparity in local library support between the member communities
and Clearwater. He stated it would not be a good business deal for
Clearwater to join the Cooperative. He indicated that should such
disparity be eliminated, and all communities in pinellas county
were to increase their library suppo~t to the level of Clearwater,
he would then be able to consider the matter at that time.
Dr. Berry explained that:
1) the Library Board was aware of thjs disparity; it would have
little, if any, bearing on the advantages that would accrue to
the city of Clearwater through membership in the Library
Cooperative;
2) the city of Clearwater would realize from $300,000 to $500,000
annually from the Cooperative;
3) that we could enrich our library collection; Dnd
4) that citizens of Clearwater could have access to unique
collections held by other member libraries.

Commissioner Thomas made it clear to Dr. Berry and Mr. Bacon that,
as of this time, he could not support Clearwater's membership in
the Cooperative.

commissioner Thomas stated that he supported the Library, and he
mentioned,the recently commission-approved policy of limiting the
~urnber of books a Library patron could check out to 25 volumes. He
stated that he had introduced that motion, and that he thought it
a good policy.
