""" ',,' ,:" '.', ' , , l' Minutes of Meeting Tuesday, November 23, 1993 9:00 a.m. Office of the Hayor, city Hall " Present: Mayor Rita Garvey, Dr. David Berry and Wilbert Bacon, Chair and Vice Chair of the Clearwater Public Library Advisory Board This meeting was held in compliance with the request of the Clearwater Public Library Advisory Board that both Dr. Berry and Mr. Bacon personally contact each of the city commissioners concerning the Pinellas County pUblic Library Cooperative. Dr. Berry explained the purpose of the meeting was to solicit the Mayor's support on the issue of the Clearwater Public Library joining the Pinellas County Public Library Cooperative. Mayor Garvey stated that: 1) she was aware that the issue would be on the agenda in January; 2) that she had not had an opportunity to study it in depth; and 3) because of her interest in the Library, she would be inclined to support it because of the advantages that could accrue to Clearwater and to the Library, and that moving toward some centralization of such ser"iC'~:-: ":':".lld bi:: in the interest of both Clearwater and the County. She indicated she welcomed our visit, and would be pleased to have our comments and recommendations. Dr. Berry explained the background of the Cooperative--and how it had re-ernerged for consideration at this time; that a special committee had been appointed from within the Library Board to study the issue and to report back to the Board on its findings; that Mr. Bacon had served as chairman of that Committee, and our comments would be a reflection of the Committee's findings. Mr. Bacon then presented the Mayor with a packet of information concerning the issue and explained each document in the packet. Mayor Garvey reminded us of her long interest and active support of the'Library. After discussing the issue in some depth, the Mayor indicated that she would probably favor Clearwater joining the Cooperative, buth would like to have time to study the Committee's findings and recommendations. " > , , " ., Minutes of Meeting , Monday, November 30, 1993 10:00 a.m. Office of city Commissioner Arthur Deegan Present: Commissioner Arthur Deegan; Dr. David Berry and Wilbert Bacon, Chair and Vice Chair of the Clearwater Public Library Advisory Board Dr. Berry requested this meeting as a means of carrying out the Library Board's request that personal contacts be made with each of the commissioners to advise them of the recommendation of the Library Board on the matter of Clearwnter becoming a part of the pinellas County Public Library Cooperative. ' commissioner Deegan indicated he \.olelcomed our visit, since he understood the matter of Cooperative membership was to be on the January agenda. He stated that he had not had time to study the issue and therefore could not say what his position would be. Dr. Berry made several remarks concerning the background of the Library Cooperative and why it was being considered at this time. He explained that Mr. Bacon had been appointed to Chair an ad-hoc committee made up of Library Board members and th~t our comments would be largely centered around the findings and recommendations of that committee. Mr. Bacon then gave Commissioner Deegan a packet of information and documents concerning the Library Cooperative. He explained each document in some depth, and then stated the Board's position: that because of the long range advantag.es tha t could accrue to the citizens of Clearwater, as well as to the county library system as a whole, the Commission should support Clearwater's memberShip in the Library Cooperative. commissioner Deegan expressed considerable interest in the fact that Clearwater would realize substantial money by joining the cooperative. He raised the possibility of such monies being used to supplant monies included in the city budget for library support. Both Dr. Berry and Mr. Bacon informed him that such use of any money coming from the Cooperative was contrary to the intent of the Cooperative and would, in fact, be counterproductive. Commissioner Deegan believed that the matter should at least be considered. commissioner Deegan thanked both Dr. Derry and Mr. Bacon for their input and assured them that tie welcomed the information, would study it in depth and would certainly consider the findings and recommendations of the Library Board. The meeting ended at 10:45 a.m.
