CLEARWATER PUBLIC LIBRARY BOARD Minutes of the Meeting January 15, 1993 Clearwater Public Library 9:30 a.m. - 10:55 a.m. PRESENT: Dr. David C. Chairman David Berry called the meeting to order at 9:30 a.m. Three new Board members were welcomed: Estelle Dunn, William Raffaniello, and Herbert tolickersham. At this time, Dr. Berry asked Kathy S. Rice, Deputy City Manager, to speak on the status of the proposed gift ordinance. Mrs. Rice noted that the proposed ordinance was 'sent to Administration at the time of Linda Mielke I s leaving. Mrs. Rice asked the Board to review the wording of the ordinance and be sure the Board's reason for the ordinance is clarified. There was discussion of adding to the wording that the City reserves the right to refuse any donations which might be contrary to the intent of the Library.' This wording does appear in the Library's gift policy. The Board will review the ordin~nce at the February meeting and decide whether to submit their request to the City Commission. Mrs. Rice complimented LibraJ:'Y staff on a report prepared last year which City Manager Michael Wright still refers to in his "customer service" program. In response to Board questions: (1) Mrs. Rice commented that a $250,000 contract has just been let for a cost consultant and project manager to get bids on a design/build contract for addition to or new City Hall on the current City Hall site. (2) The City of Clearwater will be submitting a request for proposal on the Maas Bros. site. Several developers have expressed interest in developing this site (not including the lower parking lot). The City is waiting for the engineering study on the structural condition of Main Library to determine future plans for the Library. (3) Nrs. Rice stated a proposal for moderate to high income apartments on the East End Project will be brought to the City Commission in February. Dr. Berry asked about the status of the Hampton House project. Mrs. Rice stated the Clearwater Housing Authority could not get bonding with their current financial structure and will restructure and possibly go back out for bonding. The City of Clearwater is not participating. ;< CLEARWATER PUBLIC LIBRARY HOARD Minutes of the Meeting January 15, 1993 Page 2 At this timet Dr. Berry returned to the three new Board members and asked them to introduce themselves. Or. B~rry distributed signed copies of the Library policies discussed at a previous Board meeting. Dr. Berry asked for a motion on the approval of Board minutes for December's meeting. Mrs. Merriam so moved. The motion was seconded and unanimously approved. Motion carries. Dr. Hallam reported on the appraisal of the doll collection. The appraiser stated the collection is not of great valuet as the dolls are mostly tourist- type which have deteriorated. Dr. Hallam is waiting for. a catalog to determine whether the dolls should be sold individually or as a whole. Dr. Hallam reviewed County Ordinance 91-32 which makes it unlawful to fail to return library materials. Dr. Hallam reported that 9,056 overdue customers have approximately 10% of the Library's collection overdue. The Clearwater Public Library System is tightening up on the current policy for overdues. Effective February It the entire month will be Amnesty Month with no fine penalties. Baginning March It the court process will begin: After 1 month: Final bill will be sent After 6 weeks: Notice of Penalty will be sent (certified letter) Citations will be wrHten at the Library. Dr. Berry asked for another briefing after Amnesty 'Nonth. Dr. Hallam asked the Board to look at the fine policy to be discussed at next tnonth's meeting. Dr. Hallam noted the fines and maximum amounts arc low. Dr. Berry again discussed the proposed gift ordinance. With new Board members present, it was suggested that the Board review the proposed ordinancet specifically two areas Mrs. Rice mentioned which are Sec. l15.3lt subparagraphs 1 and 2. Mrs. Dunn questioned whether wording should be included on alternate public funding. This issue will be discussed at next month's meeting. Dr. Berry gave a brief history of the Friends of the Clearwater Library and the Past Presidents' Council. Dr. Berry mentioned the Friends would like to establish a regular office in the Library. Dr. Berry also mentioned the FOCL Point newsletter could be used for releases of the Foundation and Library Board rather than just the Friends. Paul Ritzt Branch Manager for the North Greenwood Library, gave a brief history of the North Greenwood Library and Black History Month. Mr. Ritz distributed materials on programs and bibliographies for Black History Month in February. Jan Bradley, Community Services Librnriant reported on the 10th year of the Scholar's Choice lecture series at Main Library in February and March. She also reported on two programs sponsored by the Friends of the Library: Phyllis Reynold~ Naylor, guest author on March 11, and Detty MahmoodYt guest author on April 19. Dr. Berry noted that Library Day is February 24 in Tallahassee. Dr. Hallam reported the Library will be doing an output measures satisfaction survey at all Library facilities during the week of Feb. I-B. The meeting was adjourned at 10:55 am.
