Chair William Donovan called the meeting to order at 9:30 a.m.
Dr. Berry moved to accept the minutes as submitted;
Kathy S. Rice, Deputy City Manager, distributed copies of the
information discussed at the April 28th meeting at which Michael J. Wright,
City Manager, reviewed his proposed downtown plan, subject to City
Commission approval.
Dr. Berry commended the City Manager and staff on involving citizens
in the planning stages of this project.
There was discussion of possible options for the Library if the
proposed downtown plan is approved: 1) moving the Library from the present
site to another dOwntO~l location, or 2) using the existing City Hall
facility with additional square footage added for a Library building.
Mrs. Rice stated the City has received quite a few ~pplicants for
the Library Director position. ~lrs. Rice is looking at July and August
for interviews.
Matthew Hoare, Librarian II in Technical Services and coordinator
of the Interlibrary Loan service at the Library, gave a brief overview
of the ILL service. Hr. Moore stated the ILL service has increased.
Patrons are not charged for this State mandated service which is used
by both residents and nonresidents.
Mr. Donovan called for a motion to accept Dr. Berry as Chair and
Wilbert Bacon as Vice Chair for the next Board year. Mr. Dunn so moved.
The motion was seconded and approved. At this time, Dr. Berry presided
over the meeting as Chair.
Mr. Hunt complimented Hr. Donovan on "a fantastic job as Chair of
the Library Board, particularly in attending other Library functions,. II
Ms. Andersen summarized Mr. Donovan's history of accomplishments
and activities during his six years on the Library Board. She extended
thanks for his contribution to the Board and to the Library. Mr. Dunn

added two accomplishments not mentioned in Ms. Andersen's list: the
preparation of an Advisory Board Manual and changes in the City Ordinance
clarifying the status of the Board t making it more, functional. Mr. Dunn
moved in appreciation of Mr. Donovan's efforts in the last six years,
both as Chair of the Board and as Board member. The motion was seconded
nnd approved. ~
Mrs. Moore reported the business survey is expected to be completed
by July 15. She will have a full report at the September Board meeting.
Hs. Andersen mentioned scheduling a joint lnformational meeting in
May of the Foundation, Friends, and Library Boards for further discussion
of the downtown project of which the Library is an essential part. The
Board will be informed when a date has been set for such a meeting with
the City Manager.
Mr. Hutchens moved that the Board should endorse the current plan
concept at this stage.. The motion was seconded and approved.
Mr. Dunn asked staff to check with any individual who might have
borrowed from City Hall the Main Library's building plans for the newest
Adler Addition. Staff will check on this.
Mrs. Nielsen stated she will be moving out of the area and therefore
will be resigning from the Board effective June 1. Dr. Berry thanked ,.
Mrs. Nielsen for her work on the Board and with other Library projects.
Ms. Andersen reminded the Board of the America's Cup program at the
Beach Branch on Hay 11) .7:00 p.m.
Dr. Berry ,discussed the Friends latest project--awarding a scholarship
to a Library Science student. The Friends have received many applications.
A committee will review the applications and announce a scholarship award
before Spring graduation.
The next Board meeting is scheduled for Friday, September 18, 9:30 a.m.
at Main Library.
The meeting was adjourned at 11:00 a.m.

Clearwater Public Librmy System
Inter-librory Loon Service: Borrowing or lending to other libraries in Florida, the South, and
across the U.S. and to other countries. CPLS participatcd in ILL by mail requcst and in 1985
began using the computer network to send borrowing requests. In December, 1990, CPLS
"began lending service through the computer network. In March, 1992, CPLS borrowed 323
books/items from other libraries and loaned 205 bookslitems to other libraries for an activity of
528 bookslitems; since October, 1991, CPLS has borrowed or loaned 2,635 books/items.
