Chairman \.Jilliam Donovan called the meeting to order at 9: 30 a.m. Mrs.
Watson moved to approve the minutes of the October meeting as submitted. The
motion was seconded and approved.
Mrs. Jan Regulski distributed a publication from the League of '.Jomen Voters
entitled HKnow Your County" to each Board member and library facility.
Mrs. Lange reported that the interloca1 library service agreement with
Bel1eair Bluffs wns passed by both Clearwater and Be1leair Bluffs City
Commissions. To date 66 cards have been issued to Belleair Bluffs residents.
Mrs. Lange responded to last month's concern about verifying patron addresses
and purging the database. The 102,432 cards issued since automation in 1985 can
be purged to an estimated 82t902 active patrons. Phone calls to randomly
uelected library patrons to verify addresses, as suggested by Mr. Dunn last
month, violates confidentiality of recorda. Mrs. Lange noted that overdue
notices alert staff to address changes when notices are returned, by mail.
At that time circulation privileges are suspended. Spot checking at the
circulation desk is a time consuming task and would result in lines at the
checkout desks. This might be alleviated when the automation upgrade is installed.
Both ~lrs. Lange and Mrs. Rice did not feel a real problem exists with patron
abuse of the system. Mrs. Rice suggested a 1-10% mailing to current addresses
could be done. If percentage returns don't justify further action, the project
could be terminated. Board agreed to wait until the automation upgrade is in
place before pursuing this project.
Due to the holidays, the December Board meeting was changed to Friday,
December 13t 9~30 a.m., Main Library.
Mrs. Rice complimented staff on an excellent job working as a self-directed
work team during this period without a library director. She stated the team's
excellent response to. a Ilrightsizingll exercise made a convincing argument for
revenue enhan~ers rather than staff reductions in the Library Department.
Mrs. Rice felt the work team has been effective. The Library Board expressed
their thanks to staff during this difficult time. Some questioned whether
one director would be sought and when that might happen. Mrs. Rice reported
that a decision would soon be made concerning the Director position. She noted
that Administration would like to look in-house.

In Mrs. Merriam's ,absence, Mr. Hunt reported that Mrs. Rice gave the
same report to the Foundation Board. Mrs. Merriam's report from the last
Foundation meeting is attached.
Dr. ,Berry noted the Friends' Book.Sale is December 6 and 7. Main Library.
He also reported that Ann Wickersham was honored with an award by the Florida
Public Library Association for her volunteer work. Mrs. Wickersham gave the
plaque she received to the Friends organization. Dr. Berry commented that
the Friends, Library staff, and Foundation are working on a solution to the
Adler Series funding problem.
Mrs. Rice noted that the purchase of the Library's automation upgrade
will be pursued after the City's financial package is in place.

Mrs. Gloria Burton gaVB her report on the Cognoscenti Auction.
'The profi t from the sale of the bool,s plus ne~" members is
projected to be $6,000.00 after all bills have been settled.
, It was a very deli~htful evening, the food ~ms great, the,
whole auction was very interesting to a new member, like myself.
Deputy city Manager, Mrs. Kathy Rice praise1 the foundation.
She remarJ\ed that revenue enhancing 1{aS very important. She'
spolt.e of the new phone system and the Action Cent:::r and FROG
1iill be called Information Central and will be able to provide
service to businesses.
The Foundation requested that the Library Board pressure the
city Commissioners to form a search committee for a full time
professional Director of the Library. Bo~1 the Friends and the
Foundation are in favor of finding this Director as soon as
possible.
