Chairman William Donovan called the meeting to order at 9:30 a.m. MinuteG
of the "November Board meeting were approved as submit ted.
Mrs. Mielke discussed the draft ordinance relating to a Cooperative Agreement
to provide for the use of private funding received by the City for the benefit of
the Library. Several points need clarification. Mrs. Mielke will discuss the
Board's comments with City Attorney Al Galbraith and will report back to the. Board.
Mrs. Mielke.reported the Main Library recarpet project is about one week
behind schedule. The project was anticipated to be completed by 12/21/90.
Mrs. }tlelke did not have an update on the mold problem at Clearwater Countryside
Library.
~lrs. Moore of the Library staff reported on her meeting on 12/13 with Diane
Bordner of Bordner Research, Inc. to discuss the citizen survey which will be
done by telephone interview to approximately 400 individuals in different
geographical areas in mid-January. Five points of information will be gathered
from the survey:
1. an opinion of what services should be offered in the library
2. to figure out citizen awareness of what services the library already
offers
3. to identify what services the community is already using
4. to find out which groups demographically are not using the library
5. to figure out what the citizen attitude is about increased public
expenditure for any kind of enhancements in building or services
Results of the survey will be available approximately 2 weeks after completion of
the telephone interviews.
Dr. Berry reported that the Friends of the Library book sale was succesBful
with over $1900 received. The Friends Board is proceeding on establishing a
continuous book sale in Main Library and appropriated start up funds for equipment,
etc. Friends members will man the book sale certain hours per week. The Friends

Pinkwater and James Tapley.

also appropriated money to support Black History Month. The FOCL Point
newsletter was voted outstanding newsletter for the entire state of Florida.
The book review at Clearwater Countryside Library last month was a'success.
The Friends Board is still looking for a Secretary.
Mrs. Merriam reported on the Greater Clearwater Public Library Foundation
meeting of 12/6 (attached).
Mrs. Mielke was invited to the Florida Governor's Conference on Libraries
as an alternate. Mrs. Mielke discuosed three issues at the Conference: literacy;
statewide library card; state aid funding for all libraries. The literacy
resolution passed, but the other two issues met with opposition.
Mrs. Mielke was also invited to Chicago, IL, to a conference on Public
Library Effectiveness sp~nsored by Drexel University.
A revised meeting room policy will be presented at the City COlmnission
meeting of 12/20. A category for co-sponsored groups was added to the policy.
Those non-profit groups filling out a meeting room application and holding
meetings open to the public qualify as a sponsored group and do not have to
pay a fee for meeting room use.
Mrs. Mielke reported that Schiller International University has contracted
with Clearwater Public Library System to serve as their reference library for
$1,000 per semester (approximately $25 per student).
Mrs. Mielke has submitted a proposal to eliminate a vacant Youth Services
librarian position in the budget reduction process. Mrs. ~Iielke has not received
feedback from the City on this proposal. The position remains unfilled.
Mrs. Mielke is working with a graphic artist on a logo for the 75th
anniversary celebration and will bring the logo design to the Board at a future
meeting.
Mr. Bob White, Executive Director of READ Pinellas, approached Nrs. Mielke
for space at Main Library for a "home" for the READ Pinellas literacy project.
The meeting was adjourned at 10:35 a.m.

SUBJECT: Greater Clearwater Public Library Foundation Board Meeting
of December 6, 1990
Mr. Shirley Hunt gave a report on the sales of the two authors' Amory and
Pinkwater books.
There followed an impromptu discussion of the events surrounding these two
authors' appearances. ~tore than 600 students were at Pinkwater-In-The-Park
lecture, and 60 youths were in attendance at both the East and Countryside
Branches.

Hr. John Slaughter, 'Chairman of the Foundation Board, gave his parting
. remarks. His directorship period has ended.
Mr. Hunt gave his report on the upcoming Tapley and Canary Sunday program.
He gave .the background on each speaker, noting that Mr. Canary is a local
person.
Mrs. Mielke spoke about some new and great graphic ideas on the 75th
Anniversary Program.
There was further discussion on the Cooperative Agreement.
Mr. Hunt commented on the GTE Literacy Program.
Opinions ~ere expressed on the concept of the Literacy Program: one-on-one
(person to person) human concept or one-an-one machine (person to machine)
approach of the How to Read Program.
