Chairman William Donovan called the meeting to order at 9:30 a.m.
Mrs. ~lielke introduced Fire Inspector JamCG Goodloe from the Clearwater
Fire Department. The Board examined the exterior electrical work done,
as a result of the fire at Main Library on October 22. Inspector Goodloe
explained the procedures used to handle the fire. Evacuation went quickly
and orderlYt response from the Fire Department was less than two minutest
repair costs were approximately $13,000 - $15,000. InRpector Goodloe noted
that modifications will be made to the alarm and emergency lighting system.
The minutes of the last meeting were approved as submitted.
Mrs. Mielke reported that the budget cut is still unresolved. MrR.
Mielke'met with Hr. Hichae1 Hrightt Asst. City Hanager/Community Services,
after the draft report was submitted. Mrs. ~lielke suspects a vacant position
in Youth Services will be cut. Hrs. Mielke must report back to Mr. Wright
and will again report to the Board next month. The Board commented on the
impact of losing a professional position in Youth Services.
Mrs. Mielke introduced Jan BradleYt Community Services Librarian, who
discussed plans for the 75th Anniversary Celebration of Clearwater Public
Library. There was some discussion on the dates of the library beginnings:
1911 Clearwater Library was started in a bank building; 1916 Dedication of
Clearwater Library building. The Board agreed to celebrate the 1916 Dedication
date making the celebration a "75thl! instead of "80th". SlogamJt exhibit!h
programs, activities, special salutes were discussed for the year beginning
September, 1991. A steering committee will be working 011 contacts in the
community to help with this project.
Discussion again focused on the budget cut from the Library's operating
budget. Mr. Panush moved that the Board voices its disappointnlent and protest
with the c1imination of a position in Youch Services and would move to
reinstate the position in next year's budget., The I~otion was seconded and
approved unanimouBly.

Mrs. Nielke reported that Lincoln Construction) Clearwater Countryside
Library's contractor, has hired their own consultant to review the mold
situation in the Countryside Library. Perhaps the mold problem will be
'resolved within the next few months.' .

Nrs. Hyman questioned whether radon testing had been done in the
library buildings. Mrs. Mielke will inquire.
Mrs. Mi,elke reported that a contract with Schiller International
University is in the final stage before going to City Commission.
The Cooperation Agreement between the Greater Clearwater Public Library
Foundation, Inc., Library Board) and City of Clearwater, has been revised
by the City Attorney. Copies will be mailed to the Board and discussed at
next month's meeting.
Mrs. Mielke discussed the carpet project for Main Library. Asbestos
abatement will take approximately 4 days, during which time the Library will
be closed. The Library will be open during the carpeting phase. Staff will
"run" for books for patrons. This project should begin at the 'end of November.
Mrs. Mielke noted an accident involving n child who was cut on the leg
while pushing a kick step stool (not made to be pushed). An accident form
was filed with Risk Management.
Several Long Range Planning Committee members met with two more researchers
to discuss the citizen survey project. On November 13, a recommendation will
be mnde for a researcher. The suggested time frame for the telephone survey
will be the first few weeks in January.
The December Board meeting will be changed to Friday, December 14
instead of December 21.
The meeting was adjourned at 10:40 a.m.

An appointed Nominating Committee is working to fill five Board vacancies
for Jan., 1991.
The Long Range Planning Committee will be using a research firm to handle
a telephone questionnaire on information needs and how citizens would use
'the library. Future library needs will be based on chis information.
Mrs. Mielke reported on the Main Library's ele~trical fire which caused
little interior damage hut closed the Main Library for three days.
The Foundation has received approval of a grant proposal submitted to GTE
for a literacy project.
The Annual Meeting of the Foundation has been set for January 10, 1991.
