Chairman William Donovan called the meeting to order at 9:30 a.m. The minutes of the September meeting were approved as submitted. Mrs. Mielke reviewed a draft of a report to Michael J. Wright, Assistant City 1>lanager, entitled HThe Challenge of Library Service Levels and the Use of Volunteers." Since Hessrs. \-lright and Rabun were out of town and have not yet read the report, the Board requested a copy of the report be attached to the minutes rather than distributed at the Board meeting. The report details the history and philosophy of the volunteer program at the Clearwater Public Library System an'd includes three options for a budget reduction. The Board discussed the percentage of volunteers (full-time equivalent) compared to permanent staff (approx. 40%). This percentage includes advocacy~ advisory, and service volunteers, of which the service volunteer FTE percentage is approximately 10%. Hrs. Hielke was asked to meet with the Budget Advisory Committee last week to discus~ revenue generated by the Library. Mrs. Nielke noted several ideas for revenue: 1) "900" telephone line for information/reference calls 2) Schiller International University (Dunedin) fee for service 3) Fee for service with cities inside and outside the Pinellas Public Library Cooperative. Mr. Dunn expressed concern that the Library Department does not receive credit for approximately $lOO~OOO in revenue generated each year because of the accounting system the City uses. A 75th Anniversary celebration of the Clearwater Public Library is being planned. Mrs. Mielke asked for Board participation on the planning committee. r-lr. Serrill) Dr. Berry, and Hr. Wilson volunteered. Kick off for the 75th Anniversary will begin in September, '91, with events planned for the year. Mrs. Nielke reported the Long Range Planning Committee continued discussion of a consultant for a telephone citizen survey. Th~ Long Range Planning Committee is also defining the roles of the public library, a copy of which will be mailed to the Library Board. The Cooperation Agreement between the Greater Clearwater Public Library Foundation, Inc. and the City of Clearwater is still in the Legal Department for review. Mrs. Merriam reported on the last meeting of the Greater Clearwater Public Library Foundation~ Inc. which she attended as Library Board liaison (report attached). Dr. Berry reported that the Friends of the Clearwater Library Board reports a balance in their treasury of $3,700. The next book sale is December 7 and 8, 1990. A committee has been appointed to study the feasibility of a continuous book sale. Active. Raid members in the Friends organization total 369, with 200 additional members not paid up in dues to date. Dr. Berry discussed the Adler Literary Arts Festival in }tarch, 1991, with the following dates and guest speakers scheduled: March 2 Gala Reception David M. Cussen Publisher, Pineapple Press March 10 Gala Brunch Marilyn & Harvey Diamond Authors, Fit for Life March 14 Newbery Thursday Lois Lowry 1989 Newbery Award Winner The Friends of the Clearwater Library appropriate $3,000 to the expenses of the Adler Literary Arts Festival each year. Mr. Dunn suggested books purchased through the Foundation's Tribute Fund be displayed with the Fund's forms for better exposure to the public. Mrs. Hyman asked the status of the mold problem at Clearwater Countryside Library. Mrs. Mielke reported that the architect and contractor have tried diligently to correct the problem, but new mold growth has appeared. The Board discussed this issue in detail suggesting a specialist may be needed. The use of a portable dehumidifier was also suggested. Mrs. Mielke is communicating with Assistant City ~tanager Michael Wright on this problem. SUBJECT: Greater Clearwater Public Library Foundation. October 4, 1990 Mr. Shirley Hunt will present the proposed budget to the Foundation at the November 1, meeting. Mr. Hunt also gave a very interesting background on the "Compleat Angler" edition by Izaak Walton that James Tapley will clean/bind during his program on December 9, 1990. from 3 to 5 P~M.
