CLEARWATER PUBLIC LIBRARY BOARD Minutes of the Meeting FEBRUARY 16t 1990 Clearwater Public Library 9:30 a.m. - 10:50 a.m, PRESENT: ABSENT: Hr. William Donovan, Chair Dr. David C. Clearwater Public Library Foundation Chairman William Donovan called the meeting to order at 9:30 8.m, Nr, Serrill moved to approve the minutes of the January meeting as submitted. The motion was seconded and approved unanimously. Mrs. Mielke discussed the status of a "Cooperative Agreementlt as discussed at last month1s meeting. City Attorney Al Galbraith asked Mrs. Mielke to prepare the document and submit it to Legal for review. Mrs. Mielke will mail out a document to the Board for review and discussion at next month's meeting. The Board asked Mrs. Mielke to use wording in this agreement Itto include other donations that might come to the City for the purposes of the Library." The Board expressed two points: 1) whatever is donated will go directly to the Library; 2) those donated funds will not substitute regular City budget but will be a supplement--in addition tOt not in lieu of. Mr. Donovan announced that Nrs. Virginia Watson and Mrs. Carol Nielsen have agreed to serve on the Long Range Planning Committee as the two additional Board members discussed last month. The Long Range Planning Committee has not met since the report last month. ~tr. Dunn expressed concern with the present Long Range Planning Committee as established and questioned the status of the Library Board's five-member long range planning committee established one to two years ago. After much discussion and review of the Long Range Planning Committee as reported last month, Mr, Dunn acknowledged it to be a cooperative effort of the Friends, Libra~y, Doardt Foundation, and ataff. The Long Range Planning Committe~ consists of: John Slaughter, Ann Wickersham, Jeff Butler, Shirley Hunt, William Donovan, Carol Nielsen, Virginia Watson, Sonja Stefanadis. Clearwater Public Library Board Minutes of the Meeting February 16, 1990 Page 2 Hrs. r.Uelke announced the upcoming Adler Literary Arts Festival with Chris Sizemore as keynote speaker on March 7, Paul Fleischman as guest speaker on March 14 for children and their parents, and a Book and Author Brunch on March 25, The Foundation's Cognoscenti Auction is April 27. The Friends' Banquet is April 28. Nrs." Hie1ke commented that the new online computer catalog is working and plans are to recycle the catalog cards. Mr, Wilson expressed interest in expanding the Reference collection. Mrs. ~lielke invited Mr. Wilson to come in and discuss this in more detail. Mrs. ~[ielke agreed to report back to the Board any areas in the Reference collection that are lacking, Mr. Dunn questioned whether the Clearwater Public Library System would ever be accessed by home computer. ~Irs, Mielke reported that an LSCA project, Reference-After-Hours, has been proposed using modem with home computers. Mrs. Mielke reported that a mold problem still exists at Clearwater Countryside Library. Librarian Wendy Foley requested transfer for health reasons. James Davis of Main Library Reference will report to Clearwater Countryside in ~Iarch. Board members requested a warning be placed on the door' at Countryside for patrons, Mrs. Mielke has requested an air quality check, It was suggested that the Clearwater Times building be researched since berms are used on that building similar to the Countryside Library building which may contribute to the moisture problem due to improper outside wall preparation, Mrs, Hyman reported on the Greater Clearwater Public Library Foundation meeting of February 1, 1990, which she attended as Library Board liaison (report attached), Mr. Dunn asked how much money is now in the Foundation's Tribute Fund. Mr. Hunt reported approximately $5,600 is 1n the account and will report this balance to the Board each month. Dr, Berry reported on the Friends' sponsorship of programs for Black History Month in February, Mrs. Mielke noted that the Clearwater Public Library System was one of nnly a few organizations that participated in Black History Month, The Board discussed the use of poaters and bookmarks to advertise Friends anq Foundation projects and programs. Mrs. Mielke discussed the upcoming budget process for FY 1990-91. There was discussion of the Pioellns County Library Cooperative. Mrs. Mi~lke will distribute copies of the Library Cooperativels minutes to the Board when received. Mrs. Watson brought Mrs. Mielke a long range planning document from her recent visit to San Antonio, Texas' library system, The meeting was adjourned at 10:50 a.m. Susan Doel, Seely. . . ~ ':." Report on Greater Clearwater Public Library Foundation Meeting - Feb. 1, 1990 .. _r"., The,Treasurer reported an approximate account of $26,700. The Foundation now has 179 members. Shirley Hunt reported on the schedule and the status of the slide shows. There has been a generous donation of $1,000 toward a scheduled read-in for the children with an author presiding. A purchase of a computer and printer has been made with the anonymous donor of a staff member, one to be used for government reports. Some discussion was had regarding the long range planning , committee which is in the process of formation. A consultant will be helping it get underway. It will concentrate on a building or renovation plan and a services plan. This will help deal with the $3 million to be collected from the new sales tax that will be appropriated to the library. It will also include a modified wish list submitted by staff. Linda also presented the Board with a philosophical statement for a comprehensive library system. The Cognoscenti Auction is to be held April 27 at 6:30 p.m. with a box supper to be held on the Terrace prior to the silent auction and then live auction. The same auctioneer, Mr., Jay Dobkin, will preside. The Honorary Committee has been selected and the Auction committee is busy with the planning at this point. Respectfully submitted, Susan H, Hyman
