MINUTES , ' , . , DATE. 5efJ1'I'mlu~ /~ Iftr' . ;f-/~/u CLEARWATER PUBLIC LIBRARY BOARD Minutes of the Meeting SEPTEMBER 16, 1988 Clearwater Countryside Library 9~30 a.m. - 10:45 a.m. PRESENT: ABSENT: Mr. William Donovan, Chair Mr. Frank Barnicle Mr. Frederick Dunn Mrs. Katherine Merriam Ms. Carol Nielsen Mr. Bernard Panush Mr. Theodore Serrill Mrs. Faye Sollid Mrs. Virginia Watson Mrs; Linda Mielke, ex-officio Mrs. Susan Hyman, excused Ms. Margot Pequignot, excused Chairman Bill Donovan called the meeting to order at 9:30 a.m. Mr. Donovan welcomed Mrs. Katherine Merriam to the Board replacing Mr. Sydney White. The meeting began with a tour of the new Clearwater Countryside Library led by Wendy Foley, Branch Manager. Ms. Foley estimated the branch opening by September 26. Mrs. Mielke discussed the plans of the Countryside Dedication Committee chaired by Mr. Ed Nichols. Dr. Scott Rose, Pinellas County School Superintendent has agreed to be keynote speaker on October 23. Area high school and middle school students will be helping out with the dedication activities. A schedule of activities for the week following October 23 will be printed and distributed. Mrs. Mielke noted that shuttle service from Countryside Mall to the Countryside Library will be provided on October 23. Mrs. Mielke noted a few minor problems with the Countryside Library building: wallpaper peeling, signage system not yet received, information desk design problem. The branch will open with 14,700 books on the shelf and approximately 3,000 more to corne. Mrs. Mielke will be working on getting directional street signs. Hrs. Mielke showed the video "Libraries and the Video Revolution" to the Board. Clearwater Public Library System is featured in this video along with several other libraries nationwide for innovative library video service. The minutes of the last meeting, May 20, 1988, were approved as submitted. Mr. Donovan discussed role setting for public libraries and the Library Board for long and short terms; for example: *relate services to the common needs of the community and library; *conccntrate most on human services areas; *allocate resources; *communicate priortties to staff, Commission, and public , . . ..' "{"':c Clearwater Public Library Board Minutes of the Meeting September 16, 1988 Page 2 Mrs. Mielke has already submitted the goals and objectives for this year with the 1988/89 budget. There are a number of roles of the public library in the mission statement, including: information center education center youth center reference resource center activities center popular materi~ls center Mrs. Mielke noted that the plan for a Pine1las County Subregional Talking Books Library at the North Greenwood Branch was in the long range 'planning category. This proposal was put on hold by the State Library until a County referendum in November, which has since been discontinued. The State Librarian has refused to award a grant of this kind to municipal libraries in the past. ~[rs. Mielke will again distribute copies of the goals and objectives for 1988/89 to the Board. She will also order copies of Planning and Role Setting, a Public Library Association publication, for the Board. Mr. Donovan asked Mr. Dunn to chair a committee to assist with long , 'range planning. Mr. Dunn asked Mrs. Sollid, Mr. Donovan, and Mrs. Nielsen ,to form this committee. Mrs. Mielke will have an update on the proposed ordinance revision submitted to the City Attorney at the next meeting. }lr. Serrill asked that a shelf be designated for display of past best sellers at the Countryside Library., Mr. Barnicle asked about any official movement toward a County library system. ~lrs. .M!elke summarized the library cooperative plan that was proposed. The plan is not on the ballot in November for a referendum. Mrs. Watson attended the Pine lIas County work session on the referendum and reported that there wasn't time to get the matter on the ballot for November. There is discussion ,of a March, 1989, referendum. There was further discussion of the negative economic impact to Clearwater if Clearwater joins the proposed library cooperative. Mrs. Mielke reported that East Lake community is pursuing avenues for library service, and a group has consulted Mrs. Mielke for input on this issue. Clearwater Public Library System Minutes of the Meeting September 16, 1988 Page 3 Mrs. Mielke reviewed descriptions of the three library support groups: Library Board, Friends of the CleaTwater Library~ and Greater Clearwater Public Library Foundation, Inc. (see attached). The Board felt a statement about advising the City Commission should be included in the des'cription of the Library Board. i \\ The Board agreed to meet at the Beach Branch Library for the next me,eting on Friday, October 21.
