Serrill Mrs. Faye Sollid Mrs. Virginia Watson Mrs. Linda Mielke, ex-officio ABSENT: Mr. Sydney White~ excused GUESTS: Althea Andersen, ePLS Staff Larry Hamre!!, CPLS Staff Chairman Frank Barnicle called ~he meeting to order at 9:30 a.m. The minutes of the November Board meeting were accepted as submitted. Chairman Barnicle asked Mr. Serri!l to present the nominations from last month's meeting for offices of Chairman and Vice-Chairman: Frank Barnicle and Susan Hyman respectively. Mr. Serrill moved that these nominations be accepted. The motion was seconded and approved. ~ Hrs. Hielke reported on preliminary results of a building use survey conducted at the Clearwater Library System facilities. The object of the survey was to measure use of time and facility as a result of a City Commission request to re-arrange hours to accommodate staff positions at Clearwater Countryside Library. Preliminary survey results revealed Thursdays to be the slowest day at the library. The busiest days are Saturday, Monday) and Friday, in that order. Mrs. Mielke is working on u recommendation to the City Commission in which she may suggest Sunday hours covered by part-time employees. Mrs. Mielke hopes to keep both Clearwater East and Clearwater Countryside open 60 hours a week. }1r. Barnicle noted that the Board approved and recommended Sunday hours in 1986. Mrs. Mielke reported that Main and Clearwater East account for a very large proportion of circulation (93%). In response to Board questions) Mrs. Mielke will pr.ovide a door count number for Main and Clearwater East Library. Mrs. Mielke gave an update on the progress of the Clearwater Countryside Library. The tower is being removed so the contractor can continue work. ~lrs. Mielke anticipates a grand opening in November) although the building itself may be open to the public by school year) 1988. To date, the only change order in the construction contract is $25,000 for the State Construction Service Tax. . ~. :~~:~~ ., ~~. Originally a storefront library, the existing building was constructed in 1962. The present attractive building is the result of a renovation project funded by Community Development Block Grant Funds in 1985. ~tr. Larry Hamrel1, branch head at North GreenwoodJ gave the Board a tour and discussed services. ~ Chairman Barnicle discussed his concern with the wording of past and present ordinances concerning the responsibility of the Library Board, both politically and fiscally. Mr. Barnicle would like to arrange a meeting of two past Board Chairs, Mrs. MielkeJ and himself to review this information. The Board discussed possible assistance from the City's Legal Department and City Clerk's office. There was a question of the relationship of the Library BoardJ the Friends of the Clearwater Library, and the Greater Clearwater Public Library Foundation, Inc. The Board agreed that a committee of past Chairmen of the Library Board, Chairman Barnicle, and Mrs. MielkeJ ex-officio, explore the.ramifications of the political and fiscal responsibilities of the Library Board and make a presentation back to the Board. Chairman Barnicle reported an inquiry by telephone from a woman interested in acquiring old magazines fLorothe library. After some discussion, Mrs. Mielke agreed to respond to this person giving her the options available.. The next meeting of the Board is scheduled for January 15J 1988, at 9:30 a.m. at Main Library.
