MINUTES OF THE MEETING
20 FEBRUARY 1987

Chairman Frank Barnicle called the meeting to order at 9:30 a.m. Mr. Barnicle
introduced Virginia Watson to the Board as a new member replacing Pate Hutchens.
The minutes of the January meeting were approved as submitted.
The Board discussed the Adler Literary Arts Festival Book & Author Luncheon.
Mrs. Mielke received a note from one of the authorst Jenny Bassett, complimenting
the luncheon, especially the location at Ruth Eckerd Hall. Some comments from
Board members concerned:
1) the time factor for 18 authors
2) arranging an area for guests to talk with other authors
3) distributing background material to guests to better
prepare for conversation with the author
Mr. Barnicle praised those persons involved in planning the Book & Author Luncheon.
Mrs. Sollid remarked that the Friends of the Library could use more help if this
event is repeated next year. Mrs. Mielke felt the Luncheon was a great success.
The Gala Reception on Saturday, February 28th, will feature M. L. Rosenthal.
Mrs. Mielke discussed the progress of the Clearwater Countryside Library.
Working drawings are complete and bids will be let in approximately 3-4 weeks.
Mrs. Mielke reviewed the plan presented to the County Commission two weeks
ago regarding countywide library service. The basis of the plan is a cooperative
and not a countywide system. The cooperative's governance structure is very weak.
The County Commissioners were not enthusiastic with the plan and asked County
Administrator) Fred Marquis, to meet with the Mayors' Council to come up with a
more detailed, technical document to present to each City Commission. Board members
discussed per capita charges for library service and quality of service.
Mr. Donovan asked about the Florida Library Association Conference scheduled
for May 5-9) at the Belleview Biltmore. Mrs. Mielke will inform the Board which
day would be of interest to them.
~lr. Barnicle asked if the parking situation arranged for Library Board members
(no ticket during meeting) could also be arranged for Friends of the Clearwater
Library Board meetings. Mrs. Mielke reported that the privilege exists only for
City appointed Boards, but she would inquire again.

Board members remarked about the lovely park renovations outside Nain
Library.

Mr. Barnicle mentioned that ~lr. panush and his wife, Anne, have been
honored by their children and grandchildren with the Anne & Bernard Panush
Fund 'established to ,support Judaic scholarship and teaching at the University
of Florida'!n Gainesville.
Mrs. Hielke gave an update on the Database Place project at Nain Librar,y.
Demonstrations for target groups. in the community are being planned.
