NINUTES OF THE r-tEETING
19 DECENBER 1986

Chairman Pate Hutchens called the meeting to order at 9:35 a.m. by
introducing Mr. Dick Fitzgerald from the Greater Clearwater Chamber of Commerce
and Nr. Frederick Dunn, newly appointed Library Board member.
The minutes of the last meeting were approved as submitted.
Chairman Hutchens, whose tenure on the Library Board expires in January,
1987, called for nominations for Chair and Vice Chair for 1987. Ms. Pequignot
nominated Nr. Frank Barnicle for Chair and Ms. Susan Hyman for Vice Chair.
Mr. Panush seconded the nominations. Mr. Serrill moved to close nominations.
The Board voted unanimously to accept the nominations as stated above.
Library Director, Linda Mielke, discussed the progress of the Countryside
Library. Mr. Serril! moved that the name of the library be the Clearwater
Countryside Library. Mr. Donovan seconded. Discussion of the motion followed
citing that the library names should be consistent and geographically fixed
and in keeping with popular usage. The Board voted unanimously to accept the
motion to name the library Clearwater Countryside Library.
Chai~person Hutchens and other Board members expressed their appreciation
to the City Commission and City Manager for their determination to build the
Countryside Libra~y.
Ms. Lois Maroon, Library staff, discussed the upcoming Adler Literary
Arts Festival. This year the Festival will begin with a Book and Author
Luncheon. The following Board members have volunteered to assist with the
authors: Theodore Serrill, Dr. James Frush, Susan Hyman, and Pate Hutchens.
Dr. Frush agreed to assist with publicity for the Festival. A co-sponsor
for the Festival would provide added publicity.
Mrs. Hyman discussed the necessity of providing handicap accessibility ,to
the Clearwater Countryside Library. Mrs. Mielke is aware of handicap requirements
and will relate them to the architect.
The meeting was adjourned at 10:15 a.m.

In.spite of the inroads we have made in the last decade,
our society still stigmatizes the physically disabled and
"tries hard not to interact with them. Nearly 10 per cent of
our population has limited mobility and 19 per cent are
sixty five or older. Changes are occurring, although slowly,
especially as designers look for ways to create environments
that are flexible enough to accomodate the disabled without
appearing special and functional for all.
I have that desire to create environments that would be
universally designed for all. They would not only conform
to regulations, but would actually work and enhance the quality
of life. This design concept is to provide functional useage
of a structure by integrating materials, dimensions, furnishings,
and accessories that would function equally for the disabled
as well as the non-disabled.
The cost would not be more because universal design is
a conceptual approach and not an additive cost. This can avoid
costly after the fact alterations to accomodate the disabled.
Besides being an interior designer, I have been a teacher
with five years experience including special education.
lI10re importantly, I know the every day living problems the
disable encounter; I have a sixteen year old wheelchair disabled
daughter.
To eliminate and integrate the institutional appearance
of barrier free facilities by humanizing them so they work
and are not recognizable is my goal.

agencies, syndicators, designers, architects and individuals.
