Chairman Pate Hutchens called the meeting to order at 9:30 a.m.
The minutes of the last meeting were approved as submitted.

Nr. Hutchens introduced Nr. Hilliam Donovan as a new Board member
replacing Lucile Williams. Mr. Barnicle and Hrs. Sollid were reappointed
to new terms on the Board.
Mrs. Mielke reported that non-resident cards have doubled at Clearwater
East Library. Mr. Serrill suggested a notice be posted at Top of the World
announcing the $25.00 individual non-resident card fee. Mrs. Mielke
noted that circulation of library ulaterials at Clearwater East is approximately
900 per day. Registration of library cards since 1981 as a percentage of the
population has gone from 28% to 42%. This increase was prior to Clearwater
East's opening. Mrs. Mielke attributes this increase to publicity, individual
cards rather than family cards, and emphasis on purchasing popular materials.
Mrs. Mielke attended the Public Library Association Conference in
St. Louis, HO, with Carolyn Noore of the Libra'ry staff. Nrs. Zolielke and
Mrs. Moore were invited speakers to discuss the Measure for Measure grant
project to study the use of the reference collection. The report will be
published in Public Libraries. Mrs. ~[ielke offered to make the presentation
to the Board at next month's meeting.
Hrs. Hie1ke had no report to make on the Cooperative Libraries Report
prepared by consultant Robert McClarren. Mrs. Mielke will copy the report
and mail to Board members.
The Library Department is scheduled for budget hearings on April 21
for both operating and capital improvement budgets.
Mrs. Lange reported that the staff will initiate the change in the reserve
policy on June 1. Reserves will be honored until May 31. A press release will
go out in one week on the reserve system change. Mr~. Lange mentioned that
staff will be trained in approaching the public on the change. Signs will
