Chairman Pate Hutchens called the meeting to order at 9:30 a.m.
The minutes of the last meeting were approved as written.
Mr. Hutchens welcomed Martin J. Moran to the Board replacing
Hr. Fred Korosy. Hr. Horan remarked he is an avid library user.
Mrs. Mielke discussed the fee schedule approved by the City Commission
on July 18, 1985, establishing a category for "individual non-resident"
($25.00 annually), "seasonal individual" ($15.00 for 6 months), and
"seasonal family" ($30.00 for 6 months), in addition to the existing
"family non-resident" card for $50.00 annually.
Mrs. Mielke reported that the Youth & Family Assistance Program
committee has received three applications to date for non-resident fee
assistance. Mrs. Mielke distributed a sample of the application form
for the assistance program.
The Library Department's Five-Year Productivity Report was distributed
to the Board. Mrs. Mielke briefly summarized the history of the Clearwater
Public Library from its beginning in 1911 as a subscription library through
1985 with the addition of Clearwater East. Some outstanding statistics
were reviewed. '
Hr. Panush spoke in favor of the extensive large print collection at
Main Library. He questioned whether the Library had looked into the use
of van/bookmobile service in Clearwater at shopping centers. Mrs. Mielke
responded that Clearwater has concentrated on branch buildings rather than
van/bookmobile services. Clearwater is not eligible for much in the way of
federal grants for such services since it is not a county library system.
Hr. Panush also discussed book delivery service to homebound persons.
Hrs. ~Helke reported that the Library 'has been providing that service for
at least ten years with the assistance of Red Cross volunteers. A books-by-mail
service (paperbacks mailed at a reduced library rate) has also been discussed

,~y library staff. Mrs. Mielke also reported that the Library's Four-Score
Encounter Project of outreach service to senior citizens was not approved
at the budget hearings for 1985/86. Mr. Panush's questions will be placed
on the agenda for discussion at next month's meeting.
Mrs. Mielke reported on the progress of Clearwater East. The
landscaping is not complete but is being worked on at the present 'time.
The Dedication Ceremony is planned for Sunday, November 3, at 2:00 p.m.
The Friends of the Clearwater Library are hosting an Open House for
FOCL members on October 26.
Mrs. Sollid mentioned that the Clearwater East facility does not look
expandable for future growth. ~lrs. Mielke noted that the original plans
were increased from 10,000 to 15,000 square feet before construction.
Mrs. ~Uelke summarized some of the programs planned during grand
opening week. Mr. Barnicle is receiving entries for the essay contest.
The events scheduled will be printed in the next issue of the FOCL Point.
Mr. Cecil Beach, Director of the Broward County Library System, will be
the keynote speaker. Ribbon cutting will take place outside on November 3.
with speeches and refreshments following inside the Library.
The Clearwater Public Library System has received second year funding
for the lecture series. Scholar's Choice. The first lecture will start
during the grand opening week at Clearwater East.
Mrs. ~lielke discussed the u.S. Constitution and Clearwater Public
Library System's standpoint on the issue of Intellectual Freedom in relation
to the game, Dungeons and Dragons. The game is believed to be "satanic"
by a strong, fundamentalist Christian group, and believed to be linked to
teenage suicide. Mrs. Mielke reported that demand for the game has dropped
off, but the game is still available at the Library upon request. ~lrs. Mielke
read a letter recently mailed to inquiring citizens on this issue. The letter
emphasi~es the first amendment rights to free access to printed matter.
Mrs. ~lielke would like to discuss the loan period for hooks at next
month's meeting. A copy of a survey on loan periods was distributed to the
Board.
