Chairman Pate Hutchens called the meeting to order at 9:30 a.m.
Mr. Hutchens introduced Mr. Douglass as a new Board member.
'fhe minutes of the last meeting of January 18, 1985, were approved
as written.
Mrs. ~100re, Head of Adul t Services and Collection Development of
the Library staff, gave a presentation on Intellectual Freedom. She
discussed the Clearwat~r Public Library System's philosophical and
procedural policies for book selection and Library Board commitment.
The American Library Association Library Bill of Rights will be discussed
at the March 15, 1985, Board meeting.
Mr. Hutchens asked Mrs.' Mielke to give an update on the Cooperative
Library Plan status. Mrs. Mielke summarized that everyone agrees with
the concept of a county library; however, getting from point A to point B
is the problem. There is no objection by Mrs. Mielke or the Clearwater
City Commission to a county library plan, but the Task Force Plan as
presented by the librarians is not a good one. At. the last Mayor's Council
meeting, the Mayors expressed concern over exactly what concept they had
endorsed. A resolution was posed by St.. Petersburg's Mayor, Corinne Freeman,
that the Task Force Plan be turned over to Fred Marquis, County Administrator.
Mr. Marquis is now charged with putting together a planning committee to
work with the Task Force Plan. Mrs. Mielke explained the bill submitted
for incorporating Palm Harbor making it a special taxing district, and
therefore, making the Palm lIarbor Library the county library. ~lrs. r.lielke
feels there is about a year of planning ahead on this issue.
Mrs. Mielke reported on a gift of 820 boxes of books from the Baltimore
County Public Library System for the cost of freight to Cleal'\\'oter, Florida,
to be used at Clearwater East Library. There was some discussion on the
status of ordering new books for Clearwater East, which Mrs. Mielke reports
is in process.

Mrs. Mielke reminded the Board of the Gala Reception Evening
March 2, 1985, with guest speaker Jessica Mitford as part of the Adler
Literary Arts Festival at Main Library.
Board members also were reminded of, the annual Advisory Board
Dinner to be held February 26, 1985, at the Holiday Inn Surfside.
Mrs. Vo11bracht mentioned the success of the Scholar's Choice
Program at ~fain Library and requested that the 2: 00 p.m. lecture time
might be changed for future programs as it is a problem for those ''lith
s~hool age children to attend. Mrs. Mielke mentioned that the Library
is in the preliminary stages of negodating for a second year of this
program sponsored by the Greater Clearwater Public Library Foundation, Inc.
The meeting was adjourncd at 10:40 a.m.
