With the absence of'a Chairperson due to the end of Homer Royer's term)
Mrs. Mielke called the meeting to order. Dr. David Berry and Margot Pequignot
were introduced as new Board members replacing Mr. Homer Royer and Mr. George
Harris.
Mrs. ~tielke opened the floor for nominations for Chairperson for the
term of one year. Mrs. Diller nominated ~tr. Hutchens) seconded by f-1rs. Wickersham.
Mr. Korosy moved that nominations for Chairperson be closed) seconded by
Mr. Barnicle. With no other nominations) Mr. Hutchens was automatically
appointed Chairperson with the unanimous approval of all Board Inembers.
At this point in tho meeting) ~tr. Hutchens took over for Mrs. Mielke. The
next order of business was opening the floor for nominations for Vice-Chairperson.
Mrs. Wickersham nominated Mr. Barnicle) seconded by totr. Korosy. Mrs. Williams
moved that nominations for Vice-Chairperson be closed~ seconded by Dr. Berry.
Mr. Barnicle was also automatically appointed Vice-Chairperson with the
unanimous approval of all Board members. Susan Doel was asked to serve
another year as Secretary and agreed.
The minutes of the last meeting were approved as submitted.
tofrs. Mielke gave an architectural update on the branch library in east
Clearwater. Drawings should be finished around March 15) with groundb-rcaking
during the summer. A site survey is in progress. Ono of the delays is due
to the fact that the City Commission has not decided on u definite square
footage.
It was disclIssed that a private donation from an individual might insure
a larger square footage or some other enhancement from the City Commission.
It was suggested that the Library might get some publlcity on seeking a donor
for the proj oct. tofrs. Miel ke agreed to look into thi s possibi Ii ty.

Mrs. Mielke discussed the purchase of an automated circulation system
to be delivered by May 1, 1984. The third floor area of Main Library is
being prepared for the computer. The entire third floor will be completed
at that time by the Building & Maintenance Division of the City. The main
computer will be housed at Main Library WIth tct'minuls located at the bran'ches.
Mrs. Wickersham reports that the Library Foundation will be,stnrting the
process toward incorporation. Mrs. Wickersham will report later on the
progress of the Foundation.
The Board discussed Amendment 1 '(Citizen's Choice.) ~lrs. Mielke discussed
the impact of the amendment on the Library Department:
1. Library could possibly be cut 50%.
2. No state aide for libraries.
3. Any revenue or gifts given to the Library for operation
would be considered "revenue" and \oJOuld probably not be
accepted by the City.
Mrs. Mielke will give some factual information to Board members for their
use in discussing Amendment 1 with citizen~. Dr. Berry reported that the
Chamber of Commerce is organizing a committee on this issue and will become
very active against it. Mr. Barnicle suggested that perhaps the Friends of
the Library could prepare a flyer graphically illustrating the severe
restrictions associated with Citizen's Choice.
Board members agreed that people need to be informed on the facts of the
Citizen's Choice issue) as some people really believe their taxes will go down,
when in fact there is a possibility that property taxes will be increased.
Board members can talk to community groups on the Citizen's Choice issue.
The meeting was adjourned at 10:20 a.m.
