Chairman Homer Royer called the meeting to order at 9:30 a.m. Mr. Royer
reviewed the recommendation by the Board to the City Commission. Mr. Royer
and ~frs. Mielke attended the work session to present the recommendation to
the City Commission. Mr. Royer reported that Mr. Shoemaker made a verbal
commitment to go for an East library this year. Mr. Royer noted that state
matching construction funds are available in eight $200,000 grants. Clearwater
Public Library is applying for one of these construction grants (deadline
June 10.)
The Board discussed the pros and cons of using a double-wide trailer
in Countryside for a library facility.
Mr. Royer estimated a decision might be forthcoming in August or
September by the City Commission on branch libraries.
The Board discussed the issue of county library service which has recently
been in the news. The county funds are for operation only and cannot be used
to build facilities. Therefore, the Board feels the county library issue does
not pertain to the building of library facilities in Clearwater.
Mrs. Gates discussed the Commission agenda item on changing the copy
machines for the public in the library facilities. The item was tabled until
the next Commission meeting.
Mr. Royer reported that Mrs. Mielke is preparing a report on the exact:
cost of operating a 10,000 square feet library facility. Mrs. ~Iielke has
asked the architect to reduce the plans of the Countryside facility to be
used for a 10,000 square feet building because that facility has expandable
wall s.
Mrs. Mielke discussed the mattcr of a county library system and the
federation of area libraries idea as supported by thc Mayors' Council. She
noted that a consultant's report of approximately 10 years ago strongly
l"ccolllmended not joining a federation, us the llbl'uries would only share
resources under a federation and.would not get State Aid or County support.

Mrs. Mielke reported that the Northeast Branch will be getting'n
parking lot along Holt and Palmetto Streets. The only available parking
at Northeast now is in the lot owned by the School Board located to the
north of the Ii brary bui.1 ding.

Mrs. Mielke has also submitted a request for $85JOOO of grant money
from the Community Development Division to make renovations at the Northeast
Branch. This grant money is available from the Jobs Bill.
Mrs. Stewart, guest of Mrs. Gates, mentioned the negative impact that
Proposition 2! in Massachusetts had on library service.
The Board members agreed to adjourn for the months of June, July and
August'unless called.
