Chairman Hamel' Royer called the meeting to order beginning with old
business on the agenda at 9:35 a.m. Board members discussed concerns for
the November 19 meeting with Mr. Tony Shoemaker~ City Manager. Such concerns
included:
A. Referendum
1. When is a good time?
2. How many branch libraries?
3. Which locations for branch libraries?
4. Cost figures?
B. Bayfront - what are the plans for area surrounding
~Iain Li brary?
C. Sites - what are the chances of building two libraries
on existing sites?
Mrs. Wickersham discussed the Clearwater Library foundation project.
A committee met with two attorneys, John Slaughter and Marvin Guthrie, to
discuss guidelines to establish such a foundation. The foundation should
be set up as a separate entity controlled by a separate board. It may be a
non-profit corporation or a public charity. Mrs. Wickersham said three
original incorporators wi 11 be needed to file \'Ii th the State to incorporate.
~trs. Mielke reported that the Friends of the Clearwater'Library Auction
was a success. The Friends made a profit, however, a final settlement has
not been made at this time.
Board members discussed the idea presented by Mr. Edl'lard Geoghegan for
a possible library site in Morningside. Mr. Geoghegan, a citizen living in
the Morningside area, is investigating the possibility of asking the
City to purchase a piece of property in Morningside now being used as a
lounge. Board members discussed pros and cons of this idea and agreed that
Mr. Geoghegan should be invited to a Board moeting to discuss the idea
before the entire Board.
The Stute Library of Florida sponsors workshops designed for Board
members. The next workshop conflicts with the Novembet' Board meeting.
Each Board member is on the State Library mailing list to receive "Intercom".
the newsletter that announces \'4orkshops and other activities of use to
Florida Library Board members.

Mrs. Mielke distributed outlines on the role and duties of Library
Board members. She also ordered a copy of a book The Library Trustee
published by American' Library Association for each Board member's use
while serving on the Library Board.
The Library ,now has available the "Gazette", an annual report on
Library staff and activities, which is free to the public. Book bags
will soon be available for SO~ each at the Library. The b00k bag was
designed by a Library staff member, Marcia Pugh.
The meeting was adjourned at 10:50 3.m.
