Chairman Homer Royer called the meeting to order at 9:30 a.m. Mr. Royer
introduced Mrs. Fay Sollid, new Board member replacing Dr. Georg Lowenstein, and
Ms. Erin Brasfield, student ex-officio member representing Clearwater High
School. Ms. AUtia Galicki has also been appointed as student ex-officio from
Countryside High School, however Ms. Galicki was not present at this meeting.
~lr. Royer discussed correspondence from the Board to Mrs. Larry Reis and
correspondence from the City Clerk's Office concerning any Board members interested
in running for a City Commission vacancy. If a Board member desires to run for
election on February 9, 1982, he or she must resign from the Library Board.
~frs. Mielke distributed materials outlining Library services and programs.
She reported that the Library will be purchasing more paperbacks, and that the
staff will begin weeding the entire collection of damaged or out-of-date materials.
The Library also has purchased two neN outdoor signs at the Main Library.
Mrs. Mielke displayed two renderings of the proposed community libraries
for East Clearwater and Countryside. The following question was asked of
~1rs. Fay Sollid by a citizen: Why does the City need two new libraries when
there are large libraries in the schools? Ms. Mielke explained that school
libraries are geared to students and contain a limited collection for study.
Service hours are limited to school hours. The public library offers a more
balanced collection and provides services and programs for the public that
cannot be offered in school libraries. ~fs. Brasfield stated that students do
have to go to the public library for more in-depth materials when preparing
reports. The following question was also asked of Mrs. Fay Sollid by a citiz.cn:
Why should citizens pay for two more libraries when the ne\~ Largo Library seems
to be seldom used? Mrs. Mielke and Mr. Royer both reported that the Largo
Library is heavily used. Mrs. Mielke noted that the Clearwater Public Library's
usage has increased considerably since our expansion, with circulation up 35%.

Mrs. Sol lid asked if the Twig would remain open in addition to the
two proposed community libraries. Mrs. ~lielkc explained that the Board has
requested full-service libraries.
Mrs. Wickersham suggested that statistics on the Library's increased
service might be used in the newspapers and in public relations.
Mrs. Sollid asked about the usage of the Main Library's third floor.
~lrs. Mielke explained that filling the third floor would not help services
to East Clearwater and Countryside.
Mr. Nichols reported on the campaign progress. Bumper stickers and decals
are on oruer. Packages which include fact sheets, thoughts for speakers,
bumper stickers and decals will be mailed to all Friends of the Library
members. Mr. Nichols expressed an urgent need for speakers to talk to area
organizations after January 1, 1982. Dean Young has given his permission to
use the Blondie and Dagwood cartoon prepared for the previous referendum
on five billboards in Clearwater. Newspaper ads and radio spots are planned
just prior to the February election.
The City will be placing a flyer in the utility bills in January
describing Library services.
The Board agreed to meet on December 18 to keep updated on the community
libraries. matter.
Mrs. Wickersham noted that county library service was on the legislative
agenda in Tallahnssee and asked if anyone knew who was locally'making the
push for county library services. She reported that 'the committee for county
library serviceJ of which she is a member, has agreed to postpone all meetings
until after the election in February. ..
