Chaiman Homer Royer called the meeting to order at 9:30 a.m. Mrs. Diller
e.sked that a correction be made in the minutes of the special meeting on
July 31, 1981. (Correction on attached page to be added to July, 1981,
minutes.) The minutes were adopted as corrected and approved unanimously.
Mr. Royer reported that Dr. Lowenstein will be allowed to complete
his term on the Board, although he has moved outside the City limits.
Letters have been sent by the City CI erk I s Office to Clearwa tor High
School, Countryside High School, and Central Catholic High School asking for
names of interested students to serve on the City's advisory boards.
Mr. Royer reported that Reverend Jones of The First Christian Church
near the Hunt site has expressed his st~port of the Library site at Drew and
Belcher.
Mr. Royer read a copy of the Clearwater Code regarding the Library Board
which stated that the Library Board can accept and administer funds for the
Library. If so, Board members would have to declare a financial statement
and operate "in the sunshine." ~1rs. Gates felt that this might pose a
problem in getting future citizens to serve on the Board because of the
financial disclosure requirement. This issue of the Code was discussed in
connection with the Library Board receiving funds toward the drive for
community libraries. Mrs. Wickersham moved that the Library Board support
the Friends of the Library's library campaign endeavors. The motion was
seconded by Mrs. Williams. Mrs. Mielke noted that in her past experience,
Library Boards stay out of politics. Mr. Nichols, President of the Friends
of the Clearwater Library, discussed the actions of the Priends regarding
the referendum. He reported that the Priends have formed a Political Action
Committee so Utat they may receive contributions for the campaign. Chuck
Adams Management Corporation has been contracted with for their professional
assistance in this campaign. Legally the Friends of the Library can only

contribute $1,000 to the campaign. the limit for any organization or
individual. The Friends newsletter"FOCL Point, will be asking for
contributions payable to the Community ,Libraries Committee. With no
further discussion, the motion was approved unanimously.
Mr. Nichols reported that speakers to various organizations will
be needed in January. A question and answer sheet and a sample speech, if
necessary, will be provided to those interested in speaking to organizations.
Speakers will be assigned to those organizations with which they are
affiliated as much as possible.
Mrs. 'Mielke distributed a fact sheet on the Library summarizing
the services available.
l-'r. Royer discussed the utili tyflyer that is prepared for the bond
issue. He noted that lias the tax base grows and the assessment value rises)
the tax rate will be less." Therefore) he felt this information should be
incorporated in the flyer. Mrs. Mielke is preparing the utility flyer
and will consider including this information.
Mr. Royer remarked that a concentrated campaign, carefully planned
and professional looking, will be the most effective for the Library
referendum.
Mrs. Gates felt that the City Commissioners are looking at other items
for the referendum. Board members can individually address the Commissioners
on the issue of referendum items.
