Chairman Joseph Elliott called the meeting to order at 9:30 AM.
Mr. Elliott welcomed Ms. Candace H. Gardner as the' new Library Board
member filling the unexpired term of JRlnes Yacavone, who resigned
when he moved outside the City.
The first item discussed was the proposed Library Department
budget for FY 1979-80 (Board members had received the proposed
Capital and Operating Budgets by mail for review and discussion
prior to this meeting). The proposed budget will be reviewed by
the City Manager on Wednesday, June 20, 1979. Ms. Zussy explained
in detail proposed increases for materials purchases. This figure
allows for the purchase of 30 new films, the continuation of 400
magazine subscriptions, microfilm purchases, 9,000 additional adult
books, 900 reference books, 1,300 children's books, 1,000 young adult
paperback books, 1,000 children's records, and 1,000 adult records.
The average price of an adult book has increased to $21.85, $13.73
for a children's book, and $27.18 for the average reference work,
an approximate 9.7% increase over last year.
Additional personnel approved for FY 1979-80 include two (2)
Library Assistants I to start in 1980 to work the new information
desk in the expanded building, one (1) Library Assistant III to
supervise the Twig in October, 1979, and four (4) additional
part-time Pages to start in 1980 to help with the additional area
supervision and shelving in the expanded building. The City Manager
has already recommended the additional personnel; however, the other
Operating and Capital Budget requests are subject to the City Manager's
review and recommendation on June 20, 1979, and the entire document
undergoes the City Commission's final review and approval in late summer.

Ms. Zussy summarized the time schedule on the Main Library
renovation/construction project as follows:
July 11
July 19
Bid opening at 1:30 PM (Commission Chambers)
Bid awarded at regular City Commission meeting
(Wednesday)

Pre-construction conferences will then be set up regarding
access to building, hours of construction, etc.
August 6 (Monday)
Construction to begin on the building
Ms. Zussy reviewed for the Board the Capital Improvement Project
requests for 1979-80:
Computerized Circulation System: would accomplish by machine
those tasks which require long hours of manual work by Library
staff. The current proposal includes a system large enough to
handle Dunedin Public Library, St. Petersburg Junior College
Library (all campuses) and the Clea~~ater Public Library, with
Dunedin and the Junior College paying Clearwater for services
received. Such a move opens the possibility of reciprocal
borrowing privileges. A computerized circulation system allows
for personnel savings over time as well as significant savings
in staff time upon installation.
Bookmobile: would provide service to outlying areas until
branch service can be provided. A trailer~type unit could be
towed to an area shopping center and left for a period of a
week, then moved to another center. Such a vehicle would
held approximately 6,000 volumes.
Regarding the two Capital projects for branches in Starcrest
and CountrysideJ Ms. Zussy discussed with the Board an alternative
for branch construction other then the conventional methods.
This alternative"IIButler" building;, consists of metal construction
which can be made more attractive with a variety of facade
treatments. An important consideration of "Butler" buildings
is the cost, which is considerably less than conventional
methods. The Starcrest and Countryside branch libraries could
probably both be built for under $1,000.000. This figure
includes the slab, plumbing and electrical fixtures, carpeting,
card catalog, and sufficient shelving to ppen the building. The
C~ty of Clearwater Building Maintenance personnel could prepare
the internal wall partitions, which could then be rearranged as
needed. Mr. Elliott noted that Pinellas County has successfully
used "Butler" buildings as accessory buildings. The structures
can be made to meet all insulationJ sound proofingJ and energy
standards, as well as local building codes.

The next item on the agenda copcerned summer Board meetings.
Mr. Elliott suggested tnat the Board recess for the summer, a
practice followed in the past (with the exception of last year).
Mr. Elliott suggested the Board recess for the months of July
and August and schedule the next meeting for September. He noted
that at any time Board members could be notified to meet should
urgent business need to be discussed. Board members agreed with
Mr~ Elliott's suggestion.
Ms. Zussy will notify all Board members when the public hearings
on the budget before the City Commission are scheduled, and will
keep the Board informe~ on the progress of the renovation/construction
project.
Mr. Elliott thanked Ms. Carol Culkar for her attendance and
valuable input to the Library Board meetings as our student liason.
As Ms. Culkar has recently graduated from high school and will be
attending college, a new high school student will be chosen for
the September meeting.
