She said she was informed by City Manager Tony Shoemaker that at the present time branch libraries are not included in the Plan) but would be looked into as a concept in the upcoming budget preparation for FY 1979/80. She said he advises planning toward specific goals) i.e., 20 years, and working toward those goals, rather than "piecemeal" as the library system has been done in the past. Mrs. Zussy introduced Mark Tritschler, Planning Analyst with the City Planning Department. Mr. Tritschler explained his work on researching the possibility of branch service for Clearwater projected through 1995. He used a map to outline and explain the three service areas determined by the City of Clearwater, which include County as well as City residents. The areas are divided as, follows: 1) ~Iain Library Service Area: west of Keene Road; south of Dunedin; includes Clearwater Beach area. Present population: 43,900 = 51% of total service area. Projected population, 1995: 63,500 = 46% of total service area. 2) East Service Area: east of Keene Roadj south of Sunset Point Road; bordering Safety Harbor. Present population: 39,665 = 35% of total service area. Projected population, 1995: 48,000 = , 36% of total service area. 3) North Service Area: east of Keene Road; north of Sunset Point Road. CLEARWATER PUBLIC LIBRARY BOARD Minutes of the Meeting April 20, 1979 ., Page 2 Mr. Tritschler illustrated a diagram showing the central points of each service area for a proposcd library site) based on existing facilities or existing City-owned land as potential sites: 1) Main Library Area: 2) East Area: 3) North Area: present downtown site Starcrest or (proposed) George Hunt property site available City-owned park land south of Countryside Mall and east of U.S. Hwy 19 (Lake Chautauqua area) The proposed number of volump.s for each proposed library facility in the projected ycar 1995 would be as follows: 1) Main Library: 2) East Library: 3) North Library: 175,000 volumes 120,000 volumes 60,000 volumes There was general discussion of the proposed sites and questions raised regarding the future of the three existing branches. Mr. Tri~schler explained that our Northeast and Beach Branches were not developed to meet the needs of the City. He also explained that many small branch libraries result in duplication of materials and personnel and make a library system "which is very narrow in scope." Mrs. Zussy noted that up to this time, there has been no substantial demonstrated support for financing libraries in the East or North service areas; successful efforts have stressed the importance first to have one adequate facility (in this case the Main Library) instead of opening several small facilities in these service areas. The Board also-discussed bookmobile service, van delivery, and mail delivery of books to branches. Questions were raised regarding bond issues for these proposed facilities. ~fr. Tritschler reported that he is presently preparing cost analyses for all the expenses for building and furnishing branch libraries under a number of options. He noted that there are several possible ways of financing these costs without necessarily floating bond issues. There was discussion of the close proximity of the proposed public libraries to area school libraries; however, the fact that each facility has different needs must also be considered. The goals of the plan being prepared are as follows: A library facility for the East Service Area before the year 1985; A library facility for the North Service Area before the year 1990. Such a plan allows the City time between library construction at the present Main facUi ty and construction of each proposed facility in the East and North service areas. If a bond issue in FY 1980/81 should be approved, construction could begin relatively soon on these facilities.
