Mr. Reis called the meeting to order at 9:30 AM.
Mrs. Andersen reported that the Library staff has examined
the plans for alternate phase 1 prepared by Mudano Associates.
The staff feels that the space available is much too restricting'
and that half of the new space planned will be used for
mechanical functions Mudano had stated that the renovation of
the existing second floor and the completion of the second floor
of new construction could be traded as alternatives in this
proposal. Mrs. Andersen noted the alternatives the staff has
suggested:
Alternative B: Keeping the old existing building with
no second floor of either building completed, but
construction of the first floor of new building such
that it will hold stack weight for future expansion;
the second and third floors of the WPA and Carnegie
sections would be closed off.
Alternative C: Not completing any part of the basement
and taking down the WPA and Carnegie sections; build
a two-story new construction with the first floor
complete and second floor shell; renovating the first
floor of the 1960 building; through CETA project funds,
the second floor of the 1960 building could be completed.
Mr. Hardaway questioned whether any alternatives proposed
included razing the entire existing building. Mrs. Garvey noted
that there is no mention of phases 2 or 3, and when these phases
would be completed. Mr. Anderson mentioned that the proposal
is not the practical solution, but that the Board is faced with
a compromise situation.

Ms. Englehart, ex-officio member to the Board from
Clearwater High School, expressed the concern of some students
at the High School for the Library's problem of construction.
Mr. Hardaway suggested the idea of building a new structure
with two floors completed, and keeping the old buildings without
renovation. Mr. Elliott made a motion supporting this idea,
stating that as a possible alternative, the Library Board
recommends the ,construction of two floors of new construction
located west of the preGent building and keeping all existing
buildings as they are; the Board is requesting a cost estimate
on this alternative; The motion was seconded by Rita Garvey.
Discussion followed on basement renovation. The motion was'
approved unanimously.
Ann Wickersham, President of the Friends of the Clearwater
Library, reported that Terry Kuykendahl, grantsman for Pine lIas
County Arts Council, suggested three organizations which might
provide funding for the Library: HEW, National Endowments for
the Arts, and EDA. He will provide a list of kinds of sources
and ranges of money available to Ms. Wickersham. Solar energy
conservation building was also discussed as a possibility for
funding. Mr. Elliott volunteered to work with the Friends of
the Library and Pinellas County Arts Council on researching
these sources of funding.
As a supporting motion to the one unanimously approved
earlier, Mr. Elliott moved that the Library Board recommends
that a member representating the Library Board, the Friends of
the Library, and the City Administration meet jointly to work
with outside sources to achieve additional funding for the
Library. The motion was seconded by Mrs. Garvey and approved
unanimously.
Mrs. Garvey noted that the Board would like to know
what all phases of construction are and how they are proposed
to be accomplished, before the Library Board approves anything.
A special meeting of the Board will be called as soon as a
response from the City Adminis~ration is received, in order
to avoid any further delay.
Mr. Harris voiced his opinion in favor or appointing
Mrs. Andersen as permanent Library Director. Mrs. Andersen
reported that 80 applicants have applied for the position
of Library Director, 14 of whom are from Florida. After
screening, 5 applicants will be interviewed by the City Manager.
Mr. Reis noted that he personally sent a letter to the City
Manager requesting that Hrs. Andersen be appointed as Director
and Nancy Zussy be appointed Associate Director.
