The meeting Has called to order by Chairman Larry Reis
at 9: 30 AM. Nrs. Ander.sen reported on the City Commission's
decision to address the refunding of utility revenue certificates
at a public hearing on Tuesday, February 21, 1978, at 11:30 AM
at the Annex. It was suggested at the Commission meetinr.; that
the money might be used for the Library.
Other items of interest reported included the resignation
of Jill ritz, a .Library staff member for 9 years; signatures
for the petition drive have now reached over 2,500; the
~emodeling of the basenlent area of the Main Library is completed;
work has begun on indexing the ClearHater Sun with the special
CETA project staff working \1i th"Dlir Reference Department. The
East Twig is now open; however, a grand opening has not yet
been decided upon. A User Survey is being conducted by the
Library to determine statistics on patron usage.
A response from City Manager Tony .Shoemaker to the Board's
letter concerning the position of Library Director was read to
the Board. The letter stated that the Personnel Director is
preparing to advertise for this position under the terms of
the new Charter. There was discussion on this action taken
by Hr. Shoemaker.
Mr. Reis and Jessica Kerr discussed the idea of a Librarv
column vii th Terry Plumb, cdi tor for ClearH.;lter Sun. Both the'
editors of The Clearwater Sun and The St. Petersburg Times are
willing to prInt such a column, but onry-if the feature is printed
exclusively in their paper. Mrs. Kerr has since decided not to

write the ~olumn; therefore, Mrs. Andersen is exploring
possible sources for another writer. There was discussion
of services provided by the Library but unknown to the public~
such as. loan of sculpture, art prints, films, records. This
information could be used for ideas for the Library column.
Hr. Elliott suggested the Friends of the Library contact
the Bar Association with their petition drive. Mrs. Garvey
stated that the Friends would be contacting various civic
clubs and organizatiops next for their support. Mr. Reis
stated that Mayor Cazares has approved the circulation of
a petition at the Annuril Appreciation Dinner for all city
Board members.

. There was discussion of the idea of Clearwater combining
with neighboring communities such as Delleair to form a
county library system, making it eligible for state funding.
Mrs. Andersen received the City Manager's approval to proceed
wi th the idea on a limited basis. Ht'. Harda\-i'ay suggested
contacting communities which already have established library
services, thus eliminating expansion expenses from the state
funds. Mr. Elliott moved that the Library Board urge the
City Commission to direct their staff to investigate the
possibilities of a county library system. Mr. Hardaway added
that the. staff should get in touch with the staff of the
State Library. After further discussion, the motion was
approved unanimOUSly. Hr. Reis asked Hr. Hardaway to prepare
a memorandum to the City Commission in regard to this moti6n.

~. Mr. Elliott suggested trying to acquire a print-out from
the County ~rllich would show those persons who are taxpayers
but are not eligible to be registered voters. This information
. might prove useful for the Friends of the Library petition
drive.
