Krick Mr. John Murray (illness) Librarian The meeting was called to order by Chairman Larry Reis at 1:00 PM. Mrs. Andersen reported that the Commission approved the proposal to use antirecessionary funds for refitting the training facility at Fire Station No.5 (Clearwater Mall) for a book deposit station. February 1, 1978, will be the opening date. The Commission requested that the book deposit station be open on Saturdays and some evenings. A system will be set up for quick retrieval of books from the Main Library which are not available at ~he book deposit station. This service could probably be available on a one-day basis with the City Messenger service. Mrs. Garvey asked that the staff note requests from patrons for future reference in supplying books to the book deposit station that satisfy people's needs. Mr. Reis asked what the Library Board could do to help ease the February opening date deadline. Suggestions included contacting television stations and newspapers for opening day publicity, and the use of Clearwater Mall's billboard. There was discussion of using the disadvantages of the book deposit station; such as its smallness and inadequacy to illustrate the need for a larger branch facility to be built in East Clearwater. Mr. Reis expressed his sorrow at receiving Mrs. Matile Hendry's resignation as a Library Board member. He asked if the Board might be asked for recommendations for new members. Some names were mentioned as possible recommendations for the Board. There was discussion on the concentration of interest on a Performing Arts Center or Civic Center, rather than on the Library. Mrs. Garvey mentioned this might be the time to start the trust fund for the Library, since Library Week will be January 23' - 28, 1978, with various programs planned. Mr. Reis asked about the situation of the vacancy of the Library Director's position at the Library. Mrs. Andersen reported that nothing has been done since the examination and interviewing of the top five applicants. Mrs. Garvey explained that the delay is probably the result of the pending suit against the City over the February, 1977, referendum in which the new 'charter was approved. Under the old charter, the City Manager interviews the top five applicants passing the Director's examination. Under the new charter, the City Manager may select anyone qualified for the position without examinatiqn. Mrs. Garvey moved that the continuation of the Acting Library Director can only be detrimental to the continuing operation of the Library system, demoralizing to the Library staff, and urged quick action in the process of appointing a'Library Director.
