Mrs. Andersen reported that she has ,been in touch with the leasing agents from Clearwater Mall and the Drew-19 Shopping Center regarding leased space for a branch libral:'Y. Both agents have now offered different sites than originally quoted s'everal rnon'ths ago. (See attached for Clearwater Hall site). The Drew-19 original site has been leased, but a site on the western end of the shopping center is available. Mr. Reis asked whether another branch library could be operated with the Main Library in its present condition and/or if construction on the Main Library were to begin. He expressed concern for plans for a new branch when the Main Library is not settled. It is the opinion of Mr. Reis to concentrate efforts on the new Main Library before undertaking another branch. There was concern over money spent on consultants and surveys done on various sites for a main library~ when the consultants all agree on the existing site as the best one. There was general discussiori on the Winn-Dixie site offered to the City as a possible library headquarters. Mr. Reis noted that the site has not been a successful one for previous businesses, therefore, why should it be successful as a library. Utilizing the present library building would be less costly than moving and renovating the Hinn-Dixie structure. Nr. Anderson visited the Winn~Dixie structure and remarked that bare maintenance had been done on the building to keep businesses going. At the Commission meeting of' August 18, 1977, Matthew Moore, Treasurer of the Friends of the Clearwater Library, stated that the Friends are considering Ordinance by Initiative regarding the Main Library issue. The petition is presented to the Commission, and they arc asked to vote on this ordinance. Mr. Reis suggested that Board members cooperate with the Friends to secure as many signatures as needed. It was suggested that area civic and service clubs might assist in this effort. Hr. Anderson made a motion that the Library Board extend to the Friends their full support in fostering the proposed petition. The motion was seconded by'Mrs. Kerr and approved unanimously. .... Hrs. Andersen reported that the City is examining the Library fees in the budget hearings. She has suggested raising the non-resident fee from $10.00 to $15.00, and dropping the $2.00 fee presently charged to visitors and residents of: less than six months. There was discussion regarding dropping the visitor fee. Mrs. Kerr felt that visitors should be charged a fee of $5.00 to borrow books from the Library during their stay. A motion was made by Mrs. Kerr to reco~nend a $5.00 fee for visitors; once they are a resident, the patron would not be charged a, fee foY' borroHing books. The motion was seconded by Mr. Anderson and approved unanimously. Regarding parking for Board members attending Board meetings, it was suggested that Board members display the postcard received each month announcing the meeting in their car window. HI's. Andersen will check with Traffic Engineering to confirm this suggestion. Mr. Elliott suggested using the concept of bookmobiles rather than leasing space for a branch library. Mr. Reis noted that the subject had becn discussed 8 or 9 years ago at a Board meeting, but felt it should be brought up again. Mr. Elliott proposed asking the City Administration to check into the bookmobile concept~ utilizing funds proposed for a leased branch facility to purchase and stock several bookmobiles.
