In Mr. Reis' absence, Mrs. Garvey called the meeting
to order at 1:00 P.M. As the first order of business,
Mrs. Garvey reported on the status of Library Director.
Mr. Anthony Shoemaker, City Manager, has decided that the
vacant position should not be filled until a ruling has
been made by the City Attorney regarding the overturned
referendum of February, 1977.
Mrs. Garvey questioned the Library's policy for boo~
selection. Mrs. Andersen stated that the Library uses the
Library Bill of Rights. Nine staff members, of the Library
review journals and catalogs each month choosing materials
based on the collection, patrons, etc. Mrs. Moore, Library
staff member, gives a final review of the staff choices
and selects the books to be ordered. Patron requests are
also considered for the book selection process. The Library
follows the policy to support all points of view in the
selection of its book collection.
Mrs. Garvey reported that in certain instances staff
members have given incorrect information regarding Library
policies to patrons. Mrs. Garvey questioned whether a
written policy regarding Library procedures was given to
each staff member. Mrs. 'Andersen explained that each department
in the Library trains and instructs those in that department
on policies concerning their specific procedures. A written
manual on policies and procedures has not been given to each
staff member. It was decided that the decision to prepare
such a manual on policies would be left to the new Directorts
discretion.

There was general discussion on staff positions and
the requested budget for fiscal year 1977/78. The figures
on the requested budget include those for operating a
leased branch. I1rs. Andersen reported that nothing definite
will be known regarding a leased branch until the budget
review and approval this summer.
, Concerning the matter of distribution of free materials
in the Library, it was decided that the basic quiclelines
given by the City Attorney at last month's meeting would
be used unless the new Director requests more definite
guidelines be established.
Mrs. Andersen reported that two staff members are
presently attending American Library Association Convention
in' Detroit, Michigan for one week. Mr. Barre questioned
whether staff coverage was sufficient in cases of such
absences of staff members as vacation, sick leave, attendance
at conventions. Mrs,. Andersen stated that the remaining
staff members work around the absences, without the
request of emergency appointments except in instances of
long absence.
Mr. Barre asked Mrs. Andersen about the policy for
getting rid of old books in the Library. Mrs. Andersen
stated that fiction and non-fiction can be replaced by
new copies if the book is still in print. Sometimes copies
of books out of print can be acquired from various book
dealers a~ound the country. Usually a book that has not
been checked out in several years will be removed from the
shelf to allow for growth. Evaluation of the books in
the collection is done on a regular basis, with three or
four staff members consulting together in determing the
withdrawal of books from the collection.
Mrs. Garvey reported that the Friends of the Library
are in desperate need of money for their campaign for the
July 12 referendum. Billboards featuring Blondie & Dagwood
will be on display in two locations in Clearwater. Wine
and cheese parties are being given. There is a need for
persons willing to distribute flyers in areas of'low voter
turnout.
Mrs. Ann WiCkerSham, President of the Friends of the
Library, will be contacting area lawyers concerning donations
and bequests made to the Library.
A model of the proposed Starcrest Branch Library will
be on display in Clearwater Mall, and possibly moved to
Countryside Mall at a later date.
