Dan Zeman, Library patron Mr. Reis called the meeting to order at 1:10 P.M. Mrs.,Anders~n distributed invitations to the Peanut Butter Buffet on March 24, 1977, and announcements of the 5th annual Ju~ior Friends of the Library Arts & Crafts Festival, April 2, 1977, at Northeast Branch Library. Hr. Reis repor1ted on the progress of thle Library Director's position. Five applicants were interviewed by a panel of five, including Hr. Reis. Hr. Reis stated there v1aS a probability of interviewine more. applicants rather than choosing from only the first five interviewed. Representing himself and not the Board, Mr. Reis has written to Mr. Floyd, City Manager, requestinB thut HI'S. Andersen, Acting Library Director, be intervie~ed for the Director's position. IiI'. Reis then asked the Library Board's vie,., on requesting that lirs. Andersen be considered for an intervicH. It was mentioned that a position for Assistant Director has been budgeted for one-half of the fiscal year. It would be well if both Director and Assistant Director positions could be filled. Mr. Reis suggested the team of Mrs. Andersen as Director and Mrs. Z6ssy as Assistant Director in filling these open positions, notinr; that the qualities of Nrs. Andersen and HI'S. Zussy Hould compliment each other. , Hr. Barre 'expressed concern for staff morale in promoting from within a departmp.nt. He also stated his personal preference to a.male director in regards to knowledge and capabilities in handling building maintenance problems ~nd decisions. Mrs. MOore 'p, :, .,....~.. , , ~.. . ~. Barre in concern for staff morale, but felt that Mrs. Andersen as Director could work toward preventing these staff problems. Mrs. Patouillct felt there was a need for an aggressive person as Dir'cctor to Hork for the library system proposed for the near future. She stressed the need for someone who would fight for the library's needs. and be able'to address the City Commissioners and architects in backing up these needs. :Irs. Garvey emphasized the need of a person with familiarity and qualifications to handle the proposed library system building program. She noted that the hiring of a new director unfamiliar with the present situation and progress of the library system might slow future ,progress in this direction. Mr. Reis mentioned the possibility of Mr. Floyd considering five or six more applicants for the Director position. Mr. Dan Zeman, a clinical psychologist at Mt. Vernon Mental Health Center in Springfield, Virginia, joined the Board meeting already in progress to register a patron complaint about the Library's registration ~olicies. While , visiting in Clearwater, Mr. Zeman's mother suffered a stroke, and ~las admitted to the hospital. As the family \>1as under great emotional strain, a book was suggested to Mr. Zeman that ~1ould help the family to hetter handle the situation. U~on registering for a library card at the Clearwater Public L1brary, Mr. Zeman was upset to find he could not check out the book the same day he registered for a library card. He p-xpressed to the Board his concern and anger regarding the library registration policies in ouch a situation. Since the actinc director was not present at the library when the incident occurred, Mr. Zeman expressed further anger that he was not able to speak to someone with authority to make exception to the policy. Mr. Reis expressed the Board's concern for Nr. Zeman's situation. Hrs. Andersen pointed out the need for policies and the importance of staff members upholdinr, these pOlicies. Aftep registerine his complaint, Hr. Zeman left the Board meetinp,. Hrs. Andersen told the Board that Nr. Zeman had in fact received his librarv card and the book '.-1hich Has held for him \.Ji thin 2l~ hours after registering. Since there was no further discussion on the subject of Library Director, Ilr8. Hendry made a motion that the Board SUPP01't l1r. R(ds 1 s recommendation to consider Hrs. Andersen for an interview for the position of Library Director. Hrs. Garvey seconded the motion.
